SUBJECT: AMENDMENT TO CITY'S CONFLICT OF INTEREST CODE

RECOMMENDED ACTION
City Council adopt a resolution amending the Conflict of Interest Code.
BACKGROUND
The City Council originally adopted the City of Santa Clarita's Conflict of Interest Code on
December 15, 1987 by Resolution 87-13. On February 25, 2003 the City Council adopted
Resolution 03-29 incorporating by reference the Fair and Political Practices Commission's
(FPPC) standard conflict of interest code, which may be amended by the FPPC to conform to
amendments in the Political Reform Act. This year, one of the most significant changes include
the gift limit. The Political Reform Act was amended to increase the gift limit from $340 to $360
in aggregate gifts from a single source in a calendar year. Among other amendments, the term
"financial interest" was changed to "economic interest" throughout the body of the code.
Additionally, the Political Reform Act (Government Code Sections 18100, et seq.) requires every
local government agency to review its conflict of interest code biennially or as needed to
determine if it is accurate or if the code should be amended. Staff has determined that the list of
designated employees as Exhibit `B" to the code needs to be amended to add the following
position titles:
Administrative Analyst - Tourism
Community Preservation Officer
Deputy City Attorney
Field Services Manager
Finance Manager *

and to delete the following position titles:
Accountant Responsible for Investment -Related Activities
Accounting Manager *
Administrative Analyst - Film
Associate Traffic Engineer *
City Traffic Engineer *
Code Enforcement Officer *
Facilities Maintenance Manager
Senior Building Engineer *
Senior Environmental Field Specialist
Street Supervisor *

A resolution has been prepared for Council adoption amending the code to reflect these changes.
