HomeMy WebLinkAbout2005-11-08 - AGENDA REPORTS - ANNEX PROPERTY TAX EXCHANGE (2)w Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Kai Luoma DATE: November 8, 2005 SUBJECT: JOINT RESOLUTIONS OF THE CITY COUNCIL AND THE COUNTY BOARD OF SUPERVISORS APPROVING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE RESULTING FROM THE STONECREST, NORTHPARK, AND CALIFORNIA CANYONS ANNEXATIONS. DEPARTMENT: Community Development RECOMMENDED ACTION City Council adopt a joint Resolution of Negotiated Exchange of Property Tax Revenue resulting from the proposed Stonecrest Annexation to the City of Santa Clarita consisting of approximately 409.4 acres, located in the community commonly known as Canyon Country, contiguous to the City of Santa Clarita's eastern corporate boundary. City Council adopt a joint Resolution of Negotiated Exchange of Property Tax Revenue resulting from the proposed Northpark Annexation to the City of Santa Clarita consisting of approximately 500.4 acres generally located in the area commonly known as Valencia, north, east, and west of the City's corporate boundaries. City Council adopt a joint Resolution of Negotiated Exchange of Property Tax Revenue resulting from the proposed California Canyons Annexation to the City of Santa Clarita consisting of 43.10 acres located in the community commonly known as Canyon Country, generally north and east of Abelia Road and the City's corporate boundaries. BACKGROUND On July 9, 2002, the City Council adopted Resolution No. 02-115, initiating annexation proceedings for the Stonecrest Annexation with the Local Agency Formation Commission (LAFCO). On March 4, 2005, the application was amended to include the area commonly known as "Upper Stonecrest". In March 2004, the City Council adopted Resolution No. 04-34, initiating annexation proceedings for the Northpark Annexation with LAFCO. On June 11, 2002, the City Council adopted Resolution No. 02-88, initiating annexation proceedings for the California Canyons Annexation with LAFCO. ANALYSIS Following the City Council's approval of the joint tax resolutions, the Los Angeles County Board of Supervisors will schedule a hearing, most likely in November 2005, to adopt the resolutions. Subsequent final steps include two LAFCO hearings for each annexation. The first, a general public hearing will most likely be held in December of this year, followed by a "protest hearing", to occur in January of 2006. The Stonecrest, Northpark, and California Canyons annexations may be complete by late January, or early February, 2006. ALTERNATIVE ACTIONS Council may direct staff to terminate annexation proceedings or direct other actions as determined by the Council. FISCAL IMPACT Stonecrest - The proposed Joint Tax Transfer Resolution provides for a transfer of funds of $115,022.00 from the County to the City for fiscal years commencing on or after July 1, 2006, or the July 1 after the effective date of the annexation, whichever is later. These funds are the base property tax transfer that would result in the City of Santa Clarita taking over jurisdictional function of the area. In addition, the proposed resolution contains the standard language that for each fiscal year commencing on or after July 1, 2006, or the July 1 after the effective date of this jurisdictional change, whichever is later, .057000 percent of the annual property tax growth attributable to the annexation shall be transferred from the County of Los Angeles to the City. The resolution also provides for the detachment from County Road District No. 5. The fiscal impact analysis prepared for the Stonecrest Annexation indicates a fiscally negative impact to the City. Over a 30 year period, expenditures will exceed revenues by about $13,000 annually. Though the Council's policy on annexations discourages annexations with a fiscally negative impact, the Council may support such an annexation if it determines that there will be a' substantial public benefit from the annexation. The Council has twice made the determination (once for Lower Stonecrest and once for Upper Stonecrest) that this annexation is consistent with the Council's policy. Northpark - The proposed Joint Tax Transfer Resolution provides for a transfer of funds of $318,539.00 from the County to the City for fiscal years commencing on or after July 1, 2006, or the July 1 after the effective date of the annexation, whichever is later. These funds are the base property tax transfer that would result in the City of Santa Clarita taking over jurisdictional function of the area. In addition, the proposed resolution contains the standard language that for each fiscal year commencing on or after July 1, 2006, or the July 1 after the effective date of this jurisdictional change, whichever is later, .057000 percent of the annual property tax growth attributable to the annexation shall be transferred from the County of Los Angeles to the City. The resolution also provides for the detachment from County Road District No. 5. The Northpark annexation is a fiscally neutral annexation. California Canyons - The proposed Joint Tax Transfer Resolution provides for a transfer of funds of $8,584.00 from the County to the City for fiscal years commencing on or after July 1, 2006, or the July 1 after the effective date of the annexation, whichever is later. These funds are the base property tax transfer that would result in the City of Santa Clarita taking over jurisdictional function of the area. In addition, the proposed resolution contains the standard language that for each fiscal year commencing on or after July 1, 2006, or the July 1 after the effective date of this jurisdictional change, whichever is later, .057000 percent of the annual property tax growth attributable to the annexation shall be transferred from the County of Los Angeles to the City. The resolution also provides for the detachment from County Road District No. 5. The California Canyons Annexation will result in a fiscally negative impact to the City of about $108,000 over 30 years. The Council authorized the application to LAFCo of this annexation in June of 2002, prior to the Council's current policy regarding annexations.
