REHABILITATION PROGRAM FOR REMOVAL AND
REPLACEMENT OF SIDEWALK, CURB AND GUTTER,
ACCESS RAMPS AND MEDIAN MODIFICATION - PROJECT
NOS. M0042, M0043, T0022, AND C0023 - PROJECT

RECOMMENDED ACTION
1. City Council accept the completion of the construction contract executed by Kalban, Inc. for
the Fiscal Year 2004-2005 Annual Concrete Rehabilitation Program for removal and
replacement of sidewalk, curb and gutter, driveway approaches, handicapped access ramps
and median modification, Project Nos. M0042, M0043, T0022 and C0023;
2. Direct the City Clerk to file the attached Notice of Completion;
3. Direct staff to release the retention amount 35 days after the Notice of Completion is
recorded, provided no stop notices have been filed, as provided by law.
4. And adequately provide for project costs associated with the construction of these projects by
authorizing the transfer of funds in the total amount of $25, 998.92 from the following
accounts:

BACKGROUND
On January 11, 2005, the City Council awarded the construction contract in the amount of
$409,658.00 for Fiscal Year 2004-2005 Annual Concrete Rehabilitation Program, Project Nos.
M0042, M0043, T0022, and C0023, to Kalban, Inc.
The purpose of this project was to improve and upgrade the Citywide sidewalks and drainage
systems by removing and replacing the existing damaged concrete sidewalks and curb and gutter
systems due to uplifting caused by tree root infiltration and pavement settlement. This year's
program also included modification of identified medians to improve traffic flow.
The contracts for these projects (M0042, M0043, T0022, and C0023) were combined to ensure
most efficient use of the available budget. By combining these projects, the City was able to
remove and replace 19,678 square feet of sidewalk and driveway approaches, and 2,500 linear
feet of curb and gutter. In addition to the aforementioned scope of work, 35 new handicapped
access ramps were installed at various intersections, and the median on McBean Parkway and
Arroyo Park Drive was modified to improve traffic flow.
During the construction phase, the contractor performed additional concrete removal and
replacement work at the intersection of Seco Canyon Road and Decoro Drive. This additional
work was necessitated by poor drainage and eroded pavement condition at the cross gutter and
the crosswalk area of the intersection. An additional cost of $25,998.92 was incurred to account
for the additional work.
The construction contract was completed on time and to the satisfaction of the City Engineer on
May 26, 2005.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Funds were approved and budgeted in Account Nos. M0042201, M0042001, C002300I,
M0043456, T0022201, and T0022001 for the current fiscal year for a total Annual Concrete
Rehabilitation Program budget of $ $455,000.00. Total expenditures are $480,998.92.
Additional funds in the amount of $25,998.92 are needed to close out the project. These
additional funds have been identified from available savings in the following accounts:

Transferring the funds into the various project accounts as identified in the Recommended
Action of this Agenda will adequately provide for the additional costs needed for the project
