PROJECT NOS. M0048, M0050, AND T0023 — AWARD
CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council approve the contract documents and specifications; award the construction contract
for Fiscal Year 2005-2006 Concrete Rehabilitation Program, Project Nos. M0048, M0050, and
T0023 to FS Construction in the amount of $432,770.00; authorize a 10 percent contingency in
the amount of $43,277.00; and authorize the City Manager or designee to execute all documents,
subject to City Attorney approval.
BACKGROUND
This project will upgrade the City's sidewalk system and replace existing concrete pads damaged
by tree root infiltration. In addition to various sidewalk improvements, the curb and gutter
program will improve drainage flow into local storm drains, thereby improving stormwater
quality and minimizing street erosion. The Access Ramp Program will serve our disabled
community through the installation of new ramps, while meeting the requirements outlined in
Title 21 of the Americans with Disabilities Act (ADA).
The contracts for these projects are being combined to most efficiently use the available funding.
The list of locations (Exhibit "A") was generated by residents' requests to the Public Works
Department and the City Manager's Office, or were areas identified by City staff as needing
restoration.
Substantial constraints and controls have been established in the construction documents to
reduce potential impacts on local traffic and homeowners during the construction phase.
Construction is scheduled to start in January 2006, and is anticipated to be completed within 60
working days after the effective date of the Notice to Proceed. Staff will appoint inspectors to
ensure proper work performance by the contractor and to handle daily field issues.
On November 6, 2005, staff was directed by the Director of Public Works to authorize the
advertisement for construction bids. On December 6, 2005, the City's Purchasing office received
bids for the project (Exhibit `B"). The lowest responsive bid was submitted by FS Construction
in the amount of $432,770.00. The Engineer's Estimate for the project construction is
$400,000.00.
Staff recommends that the project be awarded to FS Construction, the lowest responsive bidder.
FS Construction possesses a state Contractor's License and is in good standing with the State
Contractor's License Board. The bid from FS Construction in the amount of $432,770.00 was
reviewed for accuracy and conformance to the contract documents and was found to be complete.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Funds for these combined projects have been approved and budgeted in Account
Nos. M0048001, M0048201, M0050001, M0050456, T0023104, and T0023201 for Fiscal Year
2005-2006 in the amount of $485,000.00. These funds are available in the following designated
accounts:
