T3002 - APPROVE THE PLANS AND SPECIFICATIONS AND
AWARD THE CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council approve the plans and specifications and award the construction contract for the
Canyon View Regional Trail Access, Project No. T3002, to G Coast Construction Inc. in the
amount of $626,095.56, and authorize a 15 percent contingency in the amount of
$93,914.33;
2. Appropriate $100,000.00 from City Council Contingency Account No. 2250-7401 to
Account No. T3002452-8001; and
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Canyon View Regional Trail Access consists of the construction of 0.5 miles of Class I
shared -use bicycle and pedestrian path along the Santa Clara River embankment. The bike path
begins at Soledad Canyon Road overcrossing near Camp Plenty Road, where the existing Santa
Clara River Trail ends. The bike path trail project will include grading, signage, striping,
fencing, incidental landscaping, perimeter street trees planted along the length of the project,
irrigation and a Prefabricated Pedestrian/Bicycle Bridge.
On June 16, 2004, the City executed a Memorandum of Understanding (MOU) with Castaic
Lake Water Agency (CLWA) with respect to CLWA's construction of a portion of CLWA's Sand
EpPPROVED
Canyon Pipeline within a portion of this bike path trail. As per the executed MOU, CLWA
completed and constructed to the City's standards approximately 2,400 linear feet of the trail
segment from north of the Soledad Canyon Road overcrossing at Camp Plenty Road. The City
will complete the remaining portion of the trail project under this contract.
This project is federally funded under the State Transportation Enhancement Activities (TEA)
Program. On March 1, 2005, the City received authorization from the California Department of
Transportation (Caltrans) to proceed with the call for bids and construction for the trail project.
The TEA Program will reimburse the City 35 percent of the trail construction cost.
On March 31, 2005, the City's Finance Division received bids for the project (Exhibit "A"). The
lowest responsive bid was submitted by G Coast Construction Inc. in the amount of $626,095.56.
This amount includes also the construction cost of the Pedestrian/Bicycle Bridge.
Staff recommends that the project be awarded to G Coast Construction, Inc., the lowest
responsive bidder. G Coast Construction, Inc. possesses a State Contractor's License and is in
good standing with the State Contractor's License Board.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Federal Grant, Proposition A, and Bikeway funds in the amount of $637,219.00 are currently
available in the project's budget. These funds have been approved and budgeted in Account Nos.
T3002109, T3002210, and T3002452. Appropriate $100,000.00 from City Council Contingency
Account No. 2250-7401 to Account No. T3002452-8001.
