HomeMy WebLinkAbout2005-07-12 - AGENDA REPORTS - CENTRE POINTE NO PARKING (2)CONSENT CALENDAR DATE: SUBJECT: 1;17.10171a14LYW Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: July 12, 2005 RESOLUTION ESTABLISHING A NO PARKING ZONE AND OVERNIGHT PARKING RESTRICTION IN THE CENTRE POINTE BUSINESS PARK Planning and Economic Development RECOMMENDED ACTION City Council adopt a resolution establishing a no parking zone and overnight parking restrictions along specified public streets in the Centre Pointe Business Park. City Council acknowledge receipt of developer reimbursement in the amount of $5,000 to revenue account #001-6741 (Miscellaneous Revenue) and transfer this amount to operating account #5214-7332 (Equipment and Supplies) for the purchase of signage materials. BACKGROUND The City, as well as Los Angeles County Sheriffs Department, frequently receives complaints from businesses in the Centre Pointe Business Park regarding vehicles and commercial trucks being stored and/or abandoned along public streets in the Business Park. Specifically, this stored/abandoned vehicle issue takes place along the west side of Ruether Avenue, Centre Pointe Parkway (between Spirit Court and Golden Triangle Road), and Golden Triangle Road (between Centre Pointe Parkway and the aqueduct). Businesses in this area are concerned that these stored/abandoned vehicles and commercial trucks decay the aesthetic appearance of the Centre Pointe Business Park, thus challenging efforts to retain and attract businesses to the area. In addition, the school district in the area has expressed concern that the stored commercial trucks along the north side of Golden Triangle Road, adjacent to the existing railroad tracks, pose a safety issue for their students while walking along the street. Adopted: 9s In an attempt to address this issue, the Sheriff's Department utilizes the abandoned vehicle code (California Vehicle Code Section 22651) which allows vehicles to be parked on public streets for a period not to exceed 72 consecutive hours. Unfortunately, the Sheriff's Department has expressed difficulty in enforcing this code in the Centre Pointe Business Park since most of these vehicles move before the 72 consecutive hour limit expires, and return back to the same location to start the 72 hour clock all over again. Thus, the abandoned vehicle code has not been an effective enforcement mechanism to address the issue of stored vehicles and commercial trucks as raised by the businesses in the Centre Pointe Business Park. Staff has been working with various business owners in the Centre Pointe Business Park to identify options that can address the issue of stored vehicles and commercial trucks on public streets. To balance the aesthetic issues and the day time parking needs of businesses that currently operate in the Centre Pointe Business Park, it is recommended that vehicle parking be prohibited during the hours of 12:00 a.m. to 4:00 a.m. along the following sections of the public street in the Business Park where no parking restrictions already exist: South side of Golden Triangle Road (between Centre Pointe Parkway and a point 1,700 feet east of Centre Pointe Parkway); West and east side of Centre Pointe Parkway (between Golden Triangle Road and Spirit Court); West side of Ruether Avenue (between a point 1,050 feet south of Golden Triangle Road and Centre Pointe Parkway); This overnight parking restriction will allow businesses in the area to utilize the public street for parking during business hours, but also prohibits the overnight storage of any vehicle in the Business Park. In addition, to address the school's safety concerns regarding commercial truck parking along the north side of Golden Triangle Road, it is also recommended that no parking signs be erected along this side of the street. The recommended parking restrictions will provide the Sheriff's Department with a more effective enforcement solution to address the storage of vehicles in the Business Park. Attached to the agenda report is a map illustrating the existing and proposed parking restrictions in the Centre Pointe Business Park. Property owners in the Centre Pointe Business Park were notified by correspondence of the proposed parking restrictions and were asked to notify the City of any concerns or opposition to this approach. The City only received two phone calls from business owners in the area who expressed support for the proposed parking restrictions. In addition, one business owner mailed out letters to all the tenants in the Business Park informing them of the proposed parking restriction. According to the business owner, no opposition was received. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Approval of the recommended parking restrictions will require the posting of 90 signs in the Centre Pointe Business Park. This will cost a total of $5,000 to purchase the signage materials. Funding for this expense will be offset by a developer reimbursement which will be held in revenue account #001-6741 (Miscellaneous Revenue). This reimbursement will need to be transfered to operating account #5214-7332 (Equipment and Supplies) for the purchase of signage materials.
