S1001- GRANTING OF EASEMENTS, CONSENTS, AND THE
TRANSFER OF NECESSARY PROPERTY RIGHTS TO UTILITY
COMPANIES

RECOMMENDED ACTION
City Council approve the granting of utility easements, consents, and the transfer property rights
as required for utility providers for the Cross Valley Connector Gap Closure, Project No. S 1001,
including but not limited to, Southern California Edison, Valencia Water, MCI, Pacific Pipeline,
LA County Flood Control District, and The Gas Company; and authorize the City Manager or
designee to execute utility easements, consent agreements, and all other documents related to the
transfer of property rights, subject to City Attorney approval.
BACKGROUND
The construction of the Cross Valley Connector Gap Closure segment of Newhall Ranch Road
from Copper Hill to Interstate 5 necessitates the relocation of existing facilities and access roads
and the installation of new utility facilities.
The City has a 400 -foot reservation for right-of-way on Gas Company property for work.
Easements for Valencia Water, MCI, Pacific Pipeline, The Gas Company, Southern California
Edison, and other utilities providers will be required as part of the construction of the roadway.
Due to the overlap of utilities, including overhead power lines, various types of property transfer
documents will be employed, and may include easements, Quitclaim or Grant Deeds, consents,
and joint use agreements.
Utility relocation work is expected to begin shortly and will be coordinated with the roadway
construction work.
