PROPOSED REVISION TO SITE PLAN FOR APPROVED
CONDITIONAL USE PERMIT FOR CAR WASH ON SOLEDAD
CANYON ROAD

RECOMMENDED ACTION
City Council conduct the public hearing, receive staff presentation, accept applicant testimony
and adopt resolution approving revised site plan for full service car wash.
BACKGROUND
The original conditional use permit request for this full service car wash proposal was first
presented to the Planning Commission on June 15, 2004, with a staff recommendation of denial.
At that meeting, the Planning Commission directed staff to prepare the necessary environmental
documentation and to return with a resolution of project approval. The Planning Commission
approved the project on September 7, 2004. Subsequently, this approval was appealed to the
City Council and the item was heard on November 23, 2004.
At this meeting, the City Council directed staff to return on December 14, 2004, with a resolution
to approve a full service car wash at 18727 Soledad Canyon Road (Master Case 03-409). The
Council adopted Resolution 04-149 on December 14, 2004. The project consisted of an
approximate 15,000 square foot full service car wash on a 2.5 acre hillside site in the Community
Commercial zone.
The applicant is now requesting approval of a minor use permit to revise the site plan from the
approved conditional use permit.

PROJECT ANALYSIS
Project Description
On August 2, 2005, the applicant requested a revision to the approved site plan/conditional use
permit which consists of rotating the car wash tunnel 45 degrees to the east away from the
property's western property line. According to the applicant, this change will result in the
following changes and benefits to the approved project:
- Total amount of grading will be reduced by 1,000 cubic yards;
- The car wash tunnel will be less visible from Soledad Canyon Road and from the hilltop
residents to the north of the property;
- Proposed retail building is set back 28' further from Soledad Canyon Road than with the
previous approval;
- Maximum height of previously proposed block wall will be reduced from 27' to 18; and
- Increased on-site vehicular circulation.
Because of the reduced grading, reduced block wall heights, and increased vehicular circulation,
staff has determined that the proposed site plan changes will result in improved operations and
aesthetics for this project.
ALTERNATIVE ACTIONS
Any other action as directed by the Council.
FISCAL IMPACT
There is no fiscal impact to the City associated with the approval of the requested site plan
modifications.

NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita in the City Hall
Council Chambers, 23920 Valencia Blvd., la` Floor, Santa Clarita, California, on the 13'h day of
September 2005, at or after 6:00 p.m. to consider Master Case # MC05-266 (Minor Use Permit 05-
044) submitted by Marty Stowell requesting approval of a minor use permit to revise the site plan
from a Council approved conditional use permit and a development review to operate a full-service
car wash at 18727 Soledad Canyon Road across from the Soledad Entertainment Center in the
Canyon Country community.
Proponents, opponents, and any interested persons may appear and be heard on this matter at that
time. Further information may be obtained by contacting the Planning Division, Santa Clarita City
