CONSTRUCTION AND FUNDING AGREEMENT FOR STREET
IMPROVEMENTS FOR THE CROSS VALLEY CONNECTOR
GAP CLOSURE, PROJECT NO. S 1001

City Council authorize the execution of the Construction and Funding Agreement (Agreement)
for Street Improvements between the City and The Newhall Land and Farming Company
(Newhall Land) related to the Cross Valley Connector Gap Closure, Project No. S 1001; and
authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This Agreement defines agreements between the City of Santa Clarita and Newhall Land, related
to funding of the Cross Valley Connector Gap Closure project.
The Gap Closure project is part of the City's Cross Valley Connector, which will provide a direct
connection between I-5/SR-126 to the SR-14/Golden Valley Road Interchange. The City will
construct this gap portion of Newhall Ranch Road (8 -lane divided arterial) with a Class I bike
path from Copper Hill Drive at Rye Canyon Road to the I-5/SR-126 Interchange. This important
link will provide improved access to the Valencia Commerce Center and the populated regions of
Santa Clarita north of Newhall Ranch Road.
In consideration for the City taking the construction and project management lead on this project
and the Magic Mountain/Interstate-5 Phase H project, Newhall Land has agreed to advance
Bridge & Thoroughfare Funds. In return, Newhall Land is agreeing to design and construct a
separate Cross Valley Connector project, the expansion of the Newhall Ranch Road Bridge over
San Francisquito Creek. The Cross Valley Connector will be complete from I-5 to
APPROTWED
McBean Parkway upon completion of the Gap Closure project, Newhall Ranch Road Bridge
expansion project, and the Magic Mountain/I-5 Phase II improvements.

Other action as determined by the City Council.
FISCAL IMPACT
This Agreement provides a detailed project cost; construction management costs, contract
administration and compliance, inspection, testing, and engineering support, which is estimated
at $31,140,000. The fair share allocation for the City is 34 percent or $10,619,000 and for
Newhall Land through the Valencia Bridge & Thoroughfare District, 66 percent or $20,521,000.
