RECOMMENDED ACTION
City Council approve the revisions to the City of Santa Clarita DBE Program as outlined in
Attachment A,
BACKGROUND
As a result of changes to Title 49 of the Code of Federal Regulations, staff developed the revised
City of Santa Clarita Disadvantaged Business Enterprise (DBE) Program. This program was
approved by the City Council on March 28, 2000. Organizational changes within Administrative
Services make it appropriate to amend the program designation of the DBE Officer to be the
Director of Administrative Services.

City of Santa Clarita Disadvantaged Business Enterprise (DBE) Program Amendments
Part III, B is amended to read:
B. The City Manager is responsible for seeing that the Council's policies are
implemented throughout the City.
Part III, C is amended to read:
C. The Director of Administrative Services has been designated DBE Officer by
the City Manager as the management staff member responsible for overseeing the
DBE Program and has the full support of the City Manager. The DBE Officer, in
coordination with the City Manager and the Purchasing Agent, is responsible for
recommending DBE policy, developing a written DBE program, and establishing
internal and external communication procedures.
Part III, F is amended to read:
F. The DBE Officer is responsible for carrying out the following day-to-day
activities:
Pursuant to 49 CFR § 26.23, the Program shall be administered by the DBE
Officer, who shall be appointed by and report to the City Manager. The DBE
Officer is the primary person responsible for all aspects of this Program, and
will work closely with other departments and consultants of the City,
including legal, purchasing, engineering, and others who are responsible for
making decisions relative to the City's DOT -assisted construction,
procurement, and professional service contracts. The DBE Officer for the
City of Santa Clarita is Darren HernAndez.
