SECOND READING AND ADOPTION OF ORDINANCE FOR
DOWNTOWN NEWHALL SPECIFIC PLAN

RECOMMENDED ACTION
Conduct second reading and adopt ordinance entitled: AN ORDINANCE OF THE CITY OF
SANTA CLARITA APPROVING ZONE CHANGE 05-001 AND UNIFIED DEVELOPMENT
CODE AMENDMENT 05-001 (MASTER CASE 05-029) TO CHANGE THE PROPOSED
DOWNTOWN NEWHALL SPECIFIC PLAN BOUNDARY FROM COMMUNITY
COMMERCIAL (CC), RESIDENTIAL SUBURBAN (RS), RESIDENTIAL MODERATE
(RM), RESIDENTIAL MEDIUM HIGH (RN", RESIDENTIAL LOW (RL), INDUSTRIAL
COMMERCIAL (IC), AND OPEN SPACE (OS), TO SPECIFIC PLAN (SP) GENERALY
LOCATED AS 50 BLOCKS BOUNDED BY NEWHALL CREEK TO THE EAST, 14TH
STREET TO THE NORTH, NEWHALL AVENUE AND WILLIAM S. HART PARK TO THE
WEST AND THE INTERSECTION OF PINE STREET AND SAN FERNANDO ROAD TO
THE SOUTH IN THE CITY OF SANTA CLARITA.
City Council to approve a loan in the amount of $250,000 from the General Fund to the
Redevelopment Agency to acquire necessary consultation resources in five areas of expertise to
assist with the financing, implementation and construction of major projects.
BACKGROUND
On November 8, 2005, the City Council (1) adopted a resolution adopting the Downtown
Newhall Specific Plan and General Plan Amendment, (2) adopted resolution certifying the
project's Environmental Impact Report adopting the Statement of Overriding Conditions and
adopting the Mitigation Monitoring and Reporting Program, (3) introduced ordinance to enact
the proposed Zone Change and Unified Development Code Amendment, and (4) passed the

associated ordinance to a second reading on November 22, 2005.
Provided the Council takes the actions as recommended above, the Downtown Newhall Specific
Plan will be in effect on December 22, 2005, 30 days after this second reading of the ordinance
for this project's proposed zone change and Unified Development Code Amendment. Following
that, staff will identify appropriate projects to pursue for plan implementation in addition to
responding to development application submittals consistent with the Specific Plan.

FISCAL IMPACT
During the preparation of the 2005/2006 fiscal year budget, the City Council allocated and set
aside $7 million in the General Fund to be spent on projects consistent with the Downtown
Newhall Specific Plan that will redevelop and revitalize Downtown Newhall. With tonight's
agenda report, staff is recommending that the Council loan $250,000 from that $7 million
allocation to the Redevelopment Agency from the General Fund to Redevelopment Contractual
Services Account 3610-8110, for staff to acquire necessary consultant resources in five areas of
expertise to assist with the financing, implementation and construction of major projects. Those
areas of expertise consist of: construction management; architectural/urban design review;
public/private negotiator to assist in the crafting of development and owner participation
agreements; financial services; and legal services.
