ANNEXATION PREZONE ORDINANCE

RECOMMENDED ACTION
City Council adopt an ordinance entitled AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARTTA TO APPROVE PREZONE NO. 05-001 (MASTER CASE 05-275)
FOR THE EAST SANTA CLARTTA ANNEXATION AREA GENERALLY LOCATED IN
CANYON COUNTRY ABUTTING THE EASTERN PROPOSED STONECREST
BOUNDARY EAST AND WEST OF STATE ROUTE 14.
BACKGROUND
On November 8, 2005, the City Council of the City of Santa Clarita held a hearing (continued
from October 25, 2005) regarding a General Plan Amendment and Prezone for the approximately
1,885 -acre, undeveloped area known as the East Santa Clarita Annexation. After the public
hearing, the Council unanimously voted to adopt a Resolution approving the General Plan
Amendment and the Negative Declaration prepared for the project and a Resolution of
Application authorizing staff to submit an application for annexation to LAFCO.
In addition, the City Council introduced an ordinance and passed it to a second reading for
tonight's meeting. The ordinance consists of a Prezone of the entire site to RS (Residential
Suburban), RVL (Residential Very Low), and OS (Open Space) with a MOCA (Mineral/Oil
Conservation Area) overlay on a portion of the OS designation. No development is proposed or
would be authorized with this prezone.
ALTERNATIVE ACTIONS
The Council may chose to not adopt the Ordinance.
FISCAL IMPACT
The annexation of the East Santa Clarita Annexation area will result in a fiscally positive impact
to the City of about $11.3 million by 2025.
