BACKGROUND The City Council has long recognized the benefit of a Sustainable City philosophy. From early recycled product and hardwood protection Resolutions through the recent construction efforts of the TMF (Transit Maintenance Facility) with a LEEDTM (Leadership in Energy and Environmental Design) certification, the City Council has sought to put this philosophy into practice. The California Integrated Waste Management Board (CIWMB) considers Environmentally Preferable Purchasing (EPP) policies a cornerstone of the 4 R's - reduce, reuse, recycle, and buy recycled. An EPP program is also considered by CIWMB when evaluating grant requests. When evaluating the City's request for a time extension for compliance with AB 939 requirements, the CIWMB specifically asked if the City had an EPP program and recommended the City expedite implementation of its program. State law requires State agencies and other public entities to purchase recycled, repairable, and durable goods to reduce the quantity and toxicity of waste in California. The recycling laws, other CIWMB laws (such as electronic waste management) and economic benefits have resulted in this proposed EPP Program. This EPP Program has the potential to: • increase recycling • save energy, water, and material resources Adopted: key -, o 3 • improve environmental quality, both indoors and out • reduce long-term operating and maintenance costs Environmentally Preferable Purchasing (EPP) is defined by Federal Executive Order 13101 as the practice of purchasing products and services that "have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose." Twelve years ago the City Council recognized the role of City spending in supporting the recycling industry. Over the intervening years, the role of purchasing in supporting environmental initiatives has expanded to incorporate a more cradle -to -grave approach. This increased responsibility is reflected in the evolution of EPP. The approach is not new and has been adopted nationally. The program has also been adopted by the state and local agencies, such as Alameda, Sacramento, San Francisco and Ventura Counties, as well as Long Beach, Santa Monica, and San Jose. Environmental issues are a significant component of quality of life in our community, as evidenced by the effort and resources devoted to projects such as Elsmere Canyon, TMC, Whittaker-Bermite, Green Building, Sustainable City, etc. The EPP program presented for review has been carefully crafted, drawing from many agencies and organizations, including department staff. This program does not require the purchase of EPP goods and services that would result in unnecessary increased costs. The primary objective of the program is to raise awareness of the impact of our spending on the environment and how we can do better. Staff believes the program presented does just this and recommends adoption. ALTERNATIVE ACTIONS Other action as determined by Council. FISCAL IMPACT No direct fiscal impact is expected as a result of this action. Implementation may result in slightly higher overall costs for some procurements.
