SUBJECT: AGREEMENTS WITH THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION AND PACSUN, LLC FOR THE
MODIFICATION DESIGN OF THE GOLDEN VALLEY ROAD
INTERCHANGE AT STATE ROUTE 14

RECOMMENDED ACTION
City Council approve the design Cooperative Agreement with the California Department of
Transportation (Caltrans) and the Consent and Assumption Agreement with PacSun, LLC for the
modification design of the Golden Valley Road Interchange at State Route 14; and authorize the
City Manager or designee to execute the agreements, subject to City Attorney approval.
BACKGROUND
The City is the lead agency in the modification of the Golden Valley Road Interchange at State
Route 14. This was initiated as a condition of approval for the completion of Tentative Tract No.
52414, a commercial center and residential community known as Golden Valley Ranch. This
project proposes to widen access ramps and the Golden Valley Road over -crossing at State
Route 14 in the City of Santa Clarita. The project is being designed by PacSun, LLC with
Caltrans and the City providing design oversight. The design Cooperative Agreement between
the City and Caltrans outlines all of the City's obligations and Caltrans' requirements as the lead
agency. The City is requiring PacSun, LLC to enter into a Consent and Assumption Agreement
assigning the City's obligations under the Cooperative Agreement to PacSun, LLC.
