HomeMy WebLinkAbout2005-01-11 - AGENDA REPORTS - HMNMH HELICOPTER PAD (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: J& CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: January 11, 2005 Lisa Hardy HENRY MAYO NEWHALL MEMORIAL HOSPITAL HELICOPTER LANDING PAD RELOCATION Planning and Economic Development RECOMMENDED ACTION City Council adopt a resolution to ratify the Planning Commission decision to approve Master Case 04-309, Minor Use Permit 04-039 to allow for the relocation of the helicopter landing pad on the Henry Mayo Newhall Memorial Hospital (HMNMH) site located at 23845 McBean Parkway. BACKGROUND On December 7, 2004, the Planning Commission voted 5-0 to adopt Resolution PO4-35 approving Master Case 04-309, Minor Use Permit 04-039 to allow for the relocation of the helicopter landing pad on the Henry Mayo Newhall Memorial Hospital site located in the Residential Low (RL) zone at 23845 McBean Parkway. Pursuant to Section 21661.5 of the State Public Utilities Code, the relocation of a helicopter landing pad requires the approval of the City Council prior to the approval of the Caltrans Division of Aeronautics. Therefore, although the Minor Use Permit for this request does not require the approval of the City Council, the applicant has made a request that the City Council ratify the Planning Commission's decision to approve the helicopter landing pad relocation consistent with the State Public Utilities Code. The applicant is proposing to relocate the existing helicopter landing pad from its ground level locationjust north of the emergency room (ER) to a new rooftop landing pad 330 feet to the southwest on the hospital site. The old landing pad will be removed and replaced with landscaping. The new landing pad would be constructed at the same height as the existing hospital buildings at a height of 32'-0". The project would also include the construction of a new elevator with roof access to allow a direct connection to the ER. Ado*'Q::,-&b. (),5- ( A noise study prepared for the project concluded that the change in noise levels associated with the relocated landing pad will have a less than significant impact on the surrounding residential neighborhoods and will be consistent with the City's Noise Ordinance. In addition, mature landscaping and grade differences will adequately screen the landing pad from view. ALTERNATIVE ACTIONS Other action as determined by Council. FISCAL IMPACT No fiscal impact is anticipated with this project.
