SUBJECT: INTELLIGENT TRANSPORTATION MANAGEMENT SYSTEM,
PROJECT NO. I0001, AND THOROUGHFARE SIGNAL
INTERCONNECT, PROJECT NO. C0018 — APPROVE THE
PLANS AND SPECIFICATIONS, AND AWARD THE
CONSTRUCTION CONTRACT

1. City Council approve the plans and specifications, and award the construction contract for the
Intelligent Transportation Management System, Project No. I0001, and the Thoroughfare
Signal Interconnect, Project No. C0018, to the successful lowest bidder, Taft Electric
Company, in the amount of $3,367,588.09;
2. Appropriate:.
• $250,000.00 from the Eastside Bridge and Thoroughfare District into Account No.
C0018302,
• $250,000.00 from the Eastside Bridge and Thoroughfare District into Account No.
10001302,
• $125,000.00 from the Via Princessa Bridge and Thoroughfare District into Account No.
C0018303,
• $125,000.00 from the Via Princessa Bridge and Thoroughfare District into Account No.
I0001303, and
• $129,798.00 from the Valencia Bridge and Thoroughfare District into Account No.
C0018304;
3. Increase miscellaneous Revenue Account No. 302-6193 in the amount of $500,000.00;
4. Authorize the transfer of $300,000.00 from the Capital Projects Reserve Account
No. 2250-7408 into Account No. I0001001; and
5. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
Both of these capital improvement projects are located along several major roadways within the
City of Santa Clarita. These roadways include Valencia Boulevard, Magic Mountain Parkway,
San Fernando Road (SR -126), Bouquet Canyon Road, Lyons Avenue, Orchard Village Road,
Seco Canyon Road, Soledad Canyon Road, Via Princessa, and Sierra Highway. The City is
bounded by two major freeways (Interstate 5 and State Route 14), which routinely experience
incidents that create a burden on the City's roadways. The proposed signal interconnect system
will help the City's Traffic Division manage the detoured traffic in a more efficient manner. In
addition, it will address the growing number of motorists that regularly use City streets.
As part of the Intelligent Transportation Management System project, the City proposes to install
closed-circuit television cameras at critical sites, add an appropriate communications system to
link to the City's Traffic Operations Center (TOC), and develop signal timing to address
recurring and nonrecurring congestion.
The Thoroughfare Signal Interconnect project will install traffic signal interconnects to close
interconnect gaps along the major roadways mentioned above, and will also retime all traffic
signals along those roads to improve traffic flow.
Currently, the City maintains a modest TOC supported by a network of nearly 30 miles of
existing City -owned twisted -pair interconnect. The TOC monitors approximately 90 signalized
intersections, including 12 intersections with video detection. These projects will enhance the
current system by adding fiber optic cable to critical corridors allowing for real-time
communication with the proposed closed-circuit television camera installations and by
renovating the existing TOC.
On June 13, 2005, four bids were received and opened for the two projects. These two projects
are being constructed simultaneously to maximize cost efficiency and reduce the potential for
scope overlap. The following are the bid results:

Funding for the construction phase of this project was identified in the amount of $3,040,862.00
and appropriated through the Fiscal Year 2004/05 budget process. In addition, the County of
Los Angeles agreed to give the City funds in the amount of $500,000.00 to be used for this
project. Also, funds in the amount of $300,000.00 will be transferred from the Capital Projects
Reserve account into this project's account. The total funding of this project is described in detail
in the Fiscal Impact section of this report. Additional funding from the City's Via Princessa
Bridge and Thoroughfare District and the Valencia Bridge and Thoroughfare District in the
amounts of $250,000.00 and $129,798.00, respectively, will also be included.
