HomeMy WebLinkAbout2005-04-26 - AGENDA REPORTS - LA SPHERE OF INFLUENCE AMEND (2)Agenda Item: -- CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Kai Luoma DATE: April 26, 2005 SUBJECT: CITY OF LOS ANGELES' SPHERE OF INFLUENCE AMENDMENT DEPARTMENT: Planning and Economic Development RECOMMENDED ACTION City Council adopt a Resolution in support of the City of Los Angeles's proposal to extend its Sphere of Influence to approximately the ridgeline separating the watersheds of the San Fernando and the Santa Clarita valleys. BACKGROUND In November 2000 the City Council of City of Los Angeles instructed their staff to prepare an application to the Local Agency Formation Commission to amend the boundaries of their city's sphere of influence. The amended sphere is to include approximately 30 square miles of area primarily located to the north of current City of Los Angeles boundaries in the San Fernando Valley. The extended sphere would allow the City of LA to have input into any development within the area, as any such development would impact the watershed of the Los Angeles River and, subsequently, the City of LA. The City of Los Angeles has scheduled this item to be considered by its Planning and Land Use Management Committee on May 4 and by its City Council on May 6. The proposed sphere of influence boundary essentially follows the watershed ridgeline located in the Santa Susana Mountains to the southwest, south and southeast of Santa Clarita city limits (see attachment A). The watershed ridgeline is the physical separation between the Santa Clarita and San Fernando Valleys. The proposed boundary (and watershed ridgeline) crosses both Interstate 5 and State Route 14 and would abut the extreme southern boundary of the City of Santa Clarita (see attachment B). As the physical separation of the two valleys, the City of LA and Santa Clarita staff recognize the ridgeline to be the logical ultimate separation of the two jurisdictions. On May 10, 2005, the Santa Clarita City Council will be considering a Resolution to submit an application to the Local Agency Formation Commission (LAFCo) to amend Santa Clarita's sphere of influence in the area located south of the City between the I-5 and SR 14. Santa Clarita's proposed sphere would be extended to meet the City of LA's proposed sphere, more or less, along the ridgeline. Further analysis of this proposal will be provided in the Agenda Report for the May 10 public hearing. ALTERNATIVE ACTIONS Not adopt a Resolution in support of the City of Los Angeles sphere of influence amendment. . FISCAL IMPACT The proposed action is only one of support for the City of Los Angeles's probable action. No impact to the City's budget is anticipated as a result of the recommended action.
