SUBJECT: COOPERATIVE AGREEMENT WITH LOS ANGELES COUNTY
FOR CONSTRUCTION OF SIERRA HIGHWAY BRIDGES OVER
THE RAILROAD, PROJECT NO. S3009

RECOMMENDED ACTION
City Council authorize the City Manager or designee to execute the Cooperative Agreement with
Los Angeles County (County) related to construction within the jurisdiction of the County for the
Sierra Highway Bridges Over the Railroad, Project No. 53009, subject to City Attorney approval.
BACKGROUND
Sierra Highway is classified as a major arterial and a Congestion Management Plan (CMP) route
for the region. In 1996, the City restriped Sierra Highway to accommodate three lanes of travel in
each direction in order to serve the growing number of motorists along this roadway.
This project will rehabilitate the existing northbound structure and replace the southbound
structure on Sierra Highway over the railroad while providing wider travel lane widths for
motorists and cyclists, and standard sidewalks for pedestrians in each direction. In consideration
of the low Caltrans Bridge Sufficiency List (BSL) rating that has been calculated for the
northbound bridge, a determination has been made to replace this structure. In contrast, a more
favorable BSL rating calculated for the southbound bridge indicates that it should be
rehabilitated.
The firm of Parsons Brinckerhoff Quade and Douglas has completed the design of the
rehabilitation/replacement of the bridges. Staff received the Authorization to Proceed with
Construction from Caltrans on July 21, 2005, and is ready to begin the bidding process.
The purpose of the Cooperative Agreement is to set forth guidelines for the coordination between
the County of Los Angeles and the City relative to this project and to allow for proper accounting
of the jurisdictional responsibility that the County will have should the bids exceed the budget.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact for the City caused by this action. Potentially, the County may be
required to reimburse the City if construction bids exceed the budget. Currently, the estimated
construction cost for this project is $6,746,565.00 and is adequately funded through the Federal
Highway Administration's Highway Bridge Replacement and Rehabilitation Program and
through a grant provided by the Los Angeles County Metropolitan Transportation Authority.
