RECOMMENDED ACTION
City Council adopt attached resolution, requesting the Los Angeles County Board of Supervisors
to undertake a fair and non -arbitrary audit of the Sheriffs costs charged to the taxpayers of the
contract cities.
BACKGROUND
Since April of 2004, staff has been monitoring the Los Angeles County Board of Supervisor's
proposed policy to alter charges to cities that contract with the Sheriffs Department. Results
from a Board of Supervisor's ordered audit of the Los Angeles County Sheriffs Department
Budget recommends changing the cost allocation formula. This may result in double-digit
increases, as well as charging services to full service cities. The City of Santa Clarita holds a
large contract with the Sheriffs Department in Los Angeles County, which as of FY 2004-05 is
$11.2 million, and equals nearly 20% of our total general fund expenditures. An option related to
the proposed formula change could result in a reduction of local Sheriff services.
The California League of Cities, as well as the Los Angeles County Sheriffs Department,
believe that the recent audit being executed is not entirely representative of the Los Angeles
County Sheriffs Department Budget. It has been a focused search intent in targeting units that
will result in an immediate rate increase to contracting cities.
The attached resolution opposes drastic changes in current cost allocation formula and requests
that the Los Angeles County Board of Supervisors direct the Auditor -Controller to undertake a
complete and thorough review of all aspects of costs and expenses relating to the Sheriffs
delivery of services to contracting cities, including areas of potential current overcharging, and

address the severity of consequences resulting from reduced public safety services to all of Los
Angeles County.
