SUBJECT: AWARD A CONTRACT FOR THE PURCHASE OF FOUR
LIGHT-DUTY VEHICLES
DEPARTMENT: Administrative Services
RECOMMENDED ACTION
City Council find the bid of H.W. Hunter, Inc. as non-responsive, and award a contract to
Raceway Ford for the purchase of four light-duty vehicles for an amount not to exceed
$72,560.34 from account number 2260-8615.
BACKGROUND
The City Council approved the purchase of four light-duty vehicles in the FY 2004/2005 mid-
year budget. The Invitation to Bid was published three times, from January 30 to February 6,
2005. Notifications were sent to the Chamber of Commerce, VIA, and 46 suppliers on file.
The complete Invitation to Bid package was hand delivered to five local dealers. hi an effort to
better support the local business community, the City Council enacted the Shop Santa Clarita
change to the Municipal Code. The change allows a qualifying local business, whose bid is
within 5% of the low bid, an opportunity to match the low bid and receive the contract award.
Additionally, 11 dealers downloaded the bid package from the City's website. Three dealers
submitted responses opened by Purchasing on February 17, 2005, and the results of the bids are
shown below:

The bid from H.W. Hunter did not include pricing for vehicle Item #1, and pricing of the
remaining vehicles exceeds that of the same vehicles offered by Raceway Ford. Staff finds the
response from Raceway Ford to be the lowest responsive and responsible bid.
ALTERNATIVE ACTIONS
1. Reject all bids and rebid.
2. Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $104,000 were budgeted in account number 2260-8615 for FY
2004/2005.
