TO COMPLETE THE ENVIRONMENTAL IMPACT REPORT AND RELATED DOCUMENTS FOR THE MASTER'S COLLEGE MASTER PLAN DEPARTMENT: Community Development RECOMMENDED ACTION City Council authorize the City Manager or designee to enter into a professional services contract between the City and Impact Sciences, Inc. for the completion of an Environmental Impact Report and related documents, for a total contract amount not to exceed $250,000.00. BACKGROUND The Master's College has filed an application with the City of Santa Clarita for multiple entitlements. The college is in the process of preparing a master plan of its existing 95 -acre college campus located in the Placerita Canyon Community in the City of Santa Clarita. This Master Plan is in response to City direction and to the property owner requests in the Placerita Canyon Community for a plan of proposed future development and expansion of the College. The goals of the master plan are: • plan for future development of the campus; • establish a maximum student and staff population count; • move the main entrance for the campus outside of Placerita Canyon; • construct a portion of Dockweiler Drive; and • construct a new chapel. Staff sent an open request for qualifications and proposals for the environmental impact report preparation services to five firms that specialize in environmental analysis, of which two responded. Impact Sciences, Inc. was the highest rated firm of the firms interviewed by City staff to provide the specified services. ALTERNATIVE ACTIONS 1. Do not approve the contract with Impact Sciences, Inc. and direct staff to select alternate consulting firm for environmental impact report preparation services for The Master's College Master Plan. Therefore, there is no fiscal impact to the City's General Fund with this action. 2. Other action as determined by the Council. FISCAL IMPACT The total costs for Impact Sciences to prepare the Environmental Impact Report will be paid by the applicant, The Master's College (Account # 501-23075).
