Pulskamp, City Manager DATE: October 4, 2005 SUBJECT: STUDY SESSION ON NEIGHBORHOOD REINVESTMENT PILOT PROGRAM RECOMMENDED ACTION City Council receive presentation and provide direction. BACKGROUND Recently, the City has been approached by residents and businesses in the Downtown Newhall and Canyon Country communities regarding their desire for more proactive property maintenance/aesthetic, housing, and parking enforcement in their neighborhood. This feedback was received during community meetings to discuss the Downtown Newhall Specific Plan and also during Canyon Country Advisory Committee meetings where over 100 residents united to specifically discuss the need for code enforcement in their neighborhood. In response to this feedback, Community Preservation, previously known as Code Enforcement, initiated implementation of a proactive enforcement program called Neighborhood Reinvestment, specifically in the Downtown Newhall commercial area to help assist in addressing the issues noted by residents and businesses. Staff is interested in expanding this approach to cover the Newhall Redevelopment Area and specific areas in Canyon Country. Through the Neighborhood Reinvestment Program, we hope to support a sense of pride and care amongst property owners for their neighborhood and the City. The Neighborhood Reinvestment Program could involve the following activities: Proactive enforcement of important aesthetic and general property maintenance issues in specific areas in Canyon Country and the Newhall Redevelopment Area. STUDY SESSION ON NEIGHBORHOOD REINVESTMENT PILOT PROGRAM October 4, 2005 Page 2 of 2 • Development of a Pilot Systematic Housing Enforcement Program, which will be implemented in the Newhall Redevelopment Area. This Program will also entail the development of a fee structure to generate funding for housing enforcement services. • Address street sweeping issues. • Proactive enforcement of parking issues in specific areas in Canyon Country and Newhall Redevelopment Area. Parking issues include: abandoned vehicles; front lawn parking, sidewalk and driveway parking; oversized vehicle parking; expired vehicle registration; and time limit parking violations in Newhall. • Development of assistance programs for properties with general maintenance concerns. Based on feedback received from the community, staff proposes that the Neighborhood Reinvestment Program be implemented in the following areas: • West and East Whites Canyon • Soledad Canyon (between Oak Street and River Circle) • Scherzinger Lane • Newhall Redevelopment Area This new program and resources needed for implementation will be discussed in more detail during the October 4, 2005 City Council Study Session.
