HomeMy WebLinkAbout2005-02-22 - AGENDA REPORTS - OPEN SPACE DIST CONTR (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: 8 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: February 22, 2005 PARKLAND AND OPEN SPACE PRESERVATION DISTRICT BUDGET AND AWARD OF CONTRACT FOR ASSESSMENT ENGINEERING SERVICES Administrative Services RECOMMENDED ACTION City Council approve a budget transfer in the amount of $300,000 from City Council Contingency account 2250-7401 to account 2100-8001 to provide funding to create the Parkland and Open Space Preservation District process. City Council award contract to Harris & Associates in the amount not to exceed $84,500 plus a 10% contingency for assessment engineering services. Authorize the City Manager to sign all documents, subject to City Attorney approval. BACKGROUND The City Council has directed staff to pursue the formation of a Parkland and Open Space Preservation District. This is an important project for the City, requiring the services of a public relations and engineering firm. The budget for this effort includes: Education/Information $60,000 Printing/Postage $140,000 Assessment Engineer $100,000 Total $300,000 A request for proposal for assessment engineering services was advertised on December 23, 26, and 29, with proposals due on January 14, 2005. Proposals were received from five firms. The proposals were reviewed, and the top three firms were interviewed. Based on this process, Harris & Associates was determined to be the firm that best fit the City's needs. W� ALTERNATIVE ACTIONS Other action as determined by City Council. FISCAL IMPACT Funds for the education, balloting, and assessment engineering efforts for the formation of the Parkland and Open Space Preservation District have not yet been budgeted. All funds expended from the General Fund for the creation of the Parkland and Open Space Preservation District will be reimbursed to the General Fund by the District upon successful creation of the district. A transfer of $300,000 from the City Council Contingency will be necessary to provide the funding. Approval of this transfer will leave a remaining balance of $927,706 in the contingency.
