HomeMy WebLinkAbout2005-05-24 - AGENDA REPORTS - PARENTAL RESPONSIBILITY (2)Agenda Item: J` CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Rick Gould DATE: May 24, 2005 SUBJECT: RESOLUTION APPROVING COUNCIL POLICY STATEMENT ON PARENTAL RESPONSIBILITY FOR THE ACTIONS OF MINORS AND STRICT ENFORCEMENT OF THE LAW FOR SANTA CLARITA OFFENDERS DEPARTMENT: Parks, Recreation & Community Services RECOMMENDED ACTION City Council approve Resolution approving Council Policy Statement on Parental Responsibility for the Actions of Minors and Strict Enforcement of the Law for.Santa Clarita residents. BACKGROUND At the request of the Parks, Recreation, and Community Services Commission, a presentation was made to the Commission on March 3, 20.05, on the subject of Graffiti Abatement and a proposed Parental Responsibility Ordinance. Staff presented the history, current Ordinances, and options for enhancing the penalties for graffiti and the practicality of the proposed Ordinance. The Commission recommended unanimously that the City Council contact the Los Angeles County District Attorney's Office and the Courts, requesting that maximum penalties under the law be considered for graffiti violations in Santa Clarita. It was also recommended that a focus be placed on the "parental responsibility" clauses detailed in the Los Angeles County "Procedures for the Citation of Non -Detained Minors." The Citation of Non -Detained Minors has the authority and legal powers to mandate parental involvement and responsibility. This outcome is not achievable with a City Parental Responsibility Ordinance that is "civil" in nature, and the Commission took no action on the Proposed City Parental Ordinance. Amid RP.O. __-05 The Parks, Recreation, and Community Services Commission expressed the importance of communication between all agencies that deal with youth, including their parents, the schools, law enforcement, the District Attorney's Office, the courts, and local youth agencies. The effort should be coordinated and multifaceted if we are going to be successful in curbing graffiti and other crimes in Santa Clarita. ALTERNATIVE ACTIONS Decline adoption of Resolution.
