PROJECT ACCEPTANCE OF CONSTRUCTION

RECOMMENDED ACTION
City Council accept the work performed by TEMCO on the Placerita Canyon Sewer, Project No.
52036; authorize the City Manager or designee to accept easement documents and acquistion of
sewer easements within Metropolitan Water District's (MWD) property; direct the City Clerk to
file a Notice of Completion; and direct staff to release the retention amount 35 days after the
Notice of Completion is recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On September 28, 2004, City Council awarded the construction contract in the amount of
$1,500,640.00 to the contractor TEMCO for the Placerita Canyon Sewer, Phase 1, Project No.
52036. This project constructed a sewer main line in the Placerita Canyon area as shown in
Exhibit "A," Project Location Map. Construction began on November 1, 2004.
This project constructed an 18 -inch sewer main line beginning east of San Fernando Road across
from 16th Street. The main line continued south below Placenta Creek, east paralleling the creek,
south behind Alderbrook Drive, north on 12th Street, east on Placeritos Boulevard, and south on
Meadview Avenue to Placerita Canyon Road. The project included house laterals to properties
along the main line and allows two existing dry sewer tracts to connect.
During construction, at the request of The Master's College, the City added 1500 feet of 18 -inch
sewer main line east on Placerita Canyon Road. The City also added 400 feet of 8 -inch sewer
main line north on Cindy Road to connect the north side of the dry sewer tract. While the City
was working on the sewer user fee, Placerita residents asked to have 29 house laterals added to
the scope of the project. The extra work totaled $480,933.49.
The City needed to aquire easements to construct the project from MWD and Casden Properties.
MWD granted an entry permit to facilitate construction of the project. Nearing completion,
MWD is now ready to issue an easement valued at $61,300.00. Casden Properties donated
easements to facilitate construction of the project. Minor modifications were made in the field;
therefore, revisions to the original easements are required.
Construction of the sewer main line, including the Placerita Canyon Road and Cindy Road
extensions, and the house laterals were completed to the satisfaction of the Director of Public
Works on September 8, 2005. Work was completed within budget and schedule.
Staff is drafting a procedure in response to the City Council's direction and the residents'
concerns that will help property owners needing assistance with the costs of connecting to the
sewer.

FISCAL IMPACT
Funds for this project were approved and budgeted in Account No. S2036001 and 52036455 for
Fiscal Year 2004/2005. This project was completed within the allocated budget of
$2,328,247.00.
