SUBJECT: PARCEL MAP NO. 60619 (SMYTH DRIVE) — APPROVAL OF
FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Parcel Map No. 60619 (Smyth Drive);
2) Accept on behalf of the public the offers of dedication for public use and road purposes, the
right to restrict direct vehicular ingress and egress to Smyth Drive, to abandon all rights of
direct vehicular ingress and egress to Newhall Ranch Road, easement for landscape
maintenance purpose, easement for slope purpose, the right to prohibit the erection or
construction of any building or structures within the restricted use area;
3) Make findings as follows: (a) that this project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division i of the Government
Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel
Map No. 60619, which indicates that all special assessments levied by the City have been
paid; and
5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 60619, which
embodies the approval of said map and the acceptance of the dedications shown thereon.
BACKGROUND
Parcel Map No. 60619 (Commercial Condominiums - Valencia Industrial Center) is the only
phase of Tentative Parcel Map No. 60619, which was granted approval by the
Planning Commission on December 3, 2003. This parcel map, consisting of approximately
9.2 acres, is located south of Smyth Drive, north of Newhall Ranch Road, and between Copper
Hill Drive and Dickason Drive, and is owned by TMED, a California Limited Liability
Company.
This map is a subdivision of Parcel 3 of a Certificate of Compliance for a Lot Line Adjustment
recorded April 16, 1998, as Instrument No. 98-632408 and is creating two lots for industrial
condominium purposes. Water rights have been secured for the lots. Sufficient right-of-way has
been dedicated along Newhall Ranch Road and additional right-of-way is being dedicated along
Smyth Drive. The site is for commercial purposes only and has no Quimby and Transit Impact
Fee requirements. Bridge and Thoroughfare fees totaling $140,760.00 were paid at the
recordation of the final Tract Map No. 52111, as stipulated in the Conditions of Approval and the
North Valencia II Development Agreement.
The conditions set by the City Council have been met, and fees have been paid as indicated on
the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is
ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
Additional right-of-way for Smyth Drive is being dedicated to the City by this map. The
additional right-of-way will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees (Valencia District): $140,760.00
Transit Mitigation Fee: None
Quimby Fee: None

Quimby Fee: No Quimby fees are required for this commercial development.
School Fees: All appropriate school fees were paid at the time of building permits.
