HomeMy WebLinkAbout2005-08-23 - AGENDA REPORTS - PM 61686 61689 61693 RYE CYN (2)Agenda Item: , '7 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: August 23, 2005 SUBJECT: PARCEL MAP NOS. 61686, 61689, AND 61693, (COMMERCIAL CONDOMINIUM MAPS — RYE CANYON COMMERCE CENTER, LOTS 24, 10, AND 25 RESPECTIVELY) - APPROVAL OF FINAL MAPS AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Building and Engineering RECOMMENDED ACTION 1) City Council approve Parcel Map Nos. 61686, 61689, and 61693 (Commercial Condominiums — Rye Canyon Commerce Center); 2) Accept on behalf of the public the offers of dedication for the right to restrict the erection of structures within designated restricted use areas and open space areas as shown on the maps, the easements for sanitary sewers and sanitary sewer ingress and egress purposes, all sanitary sewers and appurtenant structures, and the easements for storm drain maintenance ingress and egress, all storm drains, and appurtenant structures; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66424, 66427, 66474, and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel Map Nos. 61686, 61689, and 61693 which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map Nos. 61686, 61689, and 61693 which embodies the approval of said maps and the acceptance of the dedications shown thereon; and UAW$X� 6) Instruct the City Engineer to endorse the Certificate on the face of Parcel Map Nos. 61686, 61689, and 61693, which provides for verification of substantial conformance with the Tentative Map and all provisions of local ordinances and state laws applicable at the time of approval. BACKGROUND Parcel Map Nos. 61686, 61689, and 61693 (Commercial Condominiums — Rye Canyon Commerce Center) were deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and approved by the City Council on March 23, 2004. Parcel Map No. 61686 consists of 4.89 acres located at the intersection of Constellation Road and Alta Vista Avenue, Parcel Map No. 61689 consists of 8.86 acres located on Kelly Johnson Parkway, and Parcel Map No. 61693 consists of 5.02 acres located on Constellation Road north of Alta Vista Avenue. The property contained by all three maps is under the ownership of Rye Canyon Commerce, LLC, Calsmart, LLC, and RREEF America, LLC. Parcel Map No. 61686 is a subdivision of Lot 24 of Tract Map No. 52673-03, and is creating one lot with 9 commercial condominium units. Parcel Map No. 61689 is a subdivision of formerly Lot 10 of Tract Map No. 52673-03, Parcels 2 and 3 of Lot Line Adjustment No. 04-010, and is creating one lot with 5 commercial condominium units. Parcel Map No. 61693 is a subdivision of Lot 25 of Tract Map No. 52673-03, and is creating one lot with 11 commercial condominium units. Water rights have been secured for the lots. The sites are for commercial purposes only and have no Quimby and Transit Impact Fee requirements. Bridge and Thoroughfare fees totaling $317,103.04 (per current Valencia B&T District fees) have been fully satisfied, as stipulated in the Conditions of Approval. The conditions set by the Planning Division staff have been met and the maps have been checked to the satisfaction of the City Engineer and are ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No new public streets are being dedicated to the City by these maps. No impact will be made to the City's Street Maintenance Budget. Trails/Paseos: No new trails are being dedicated to the City by these maps. Streets: No public streets are being dedicated to the City by these maps. B&T Fee: The project is located in the Valencia Bridge and Thoroughfare District. Bridge and Thoroughfare fees totaling $317,103.04 have been fully satisfied, as stipulated in the Conditions of Approval. Transit Fee: No Transit fees are required for these commercial developments, Quimby Fee: No Quimby fees are required for these commercial developments.
