SUBJECT: RESOLUTION OF THE CITY OF SANTA CLARITA APPROVING
NEGATIVE DECLARATION AND SUPPORTING RENEWAL OF
THE SANTA CLARITA RECYCLING MARKET DEVELOPMENT
ZONE

RECOMMENDED ACTION
City Council approve the Negative Declaration and the Resolution.
BACKGROUND
In 1995, the City of Santa Clarita (City) was designated by the California Integrated Waste
Management Board (CIWMB) as a Recycling Market Development Zone (RMDZ). The RMDZ
is an economic and technical assistance program consisting of state -funded low interest loans,
engineering and technical assistance, siting and permitting assistance, and assistance with
obtaining recycled feed stock. The program is available primarily to manufacturers who use or
have the option to use recycled feed stock to make new products. Loans are provided with State
funds, and are available only to companies located in one of 40 RMDZs in California. Zone
designations must be renewed every ten years. This Resolution is a requirement of the CIWMB
to renew the City as an RMDZ.
Market development for recycled materials is a cornerstone of recycling in California. Not only
does market develop for recycled materials protect the environment, but has the economic
potential to generate as many jobs in California as the film industry. Providing market
development support for California improves both the economy and recycling, moving us closer
towards a total resource recovery system. In addition, participating in the RMDZ program is
considered part of the City's efforts to comply with AB 939. Currently, the City is under an
extension for compliance with the recycling law. Approving the renewal will help the City meet
its obligations under that rule.
ALTERNATIVE ACTIONS
Do not approve the Resolution, ending the RMDZ program in the City of Santa Clarita
FISCAL IMPACT
This is a currently implemented program. There will be no additional fiscal impact to the City.
