Murphy DATE: September 13, 2005 iq SUBJECT: SANTA CLARITA VALLEY SENIOR CENTER EXPANSION DEPARTMENT: City Manager's Office RECOMMENDED ACTION 1. City Council authorize the expenditure of an amount not to exceed $244,265 in Community Development Block Grant funds for the Santa Clarita Valley Senior Center building expansion project. 2. Authorize the City Manager or designee to enter into a three-way agreement between the City of Santa Clarita, County of Los Angeles and Santa Clarita Valley Committee on Aging, subject to the requirements of the Community Development Block Grant program and subject to City Attorney review and approval. 3. Direct staff to provide quarterly reports to the City Council on the construction progress and expenditure of City funds for the Senior Center building expansion project. 4. Appropriate a maximum amount of $244,265 in Community Development Block Grant funding from Account S3013104, subject to the requirements of the Community Development Block Grant program. BACKGROUND The Santa Clarita Valley Committee on Aging is seeking to expand the Senior Center building by 1,265 square feet. The proposed expansion includes a training room, storage area, and two activity rooms. The S.C.V. Committee on Aging has requested that the City of Santa Clarita contribute approximately $245,000 toward the project. City staff has identified $244,265 in Community Development Block Grant funds which could be directed to the project. During consideration of the FY 2005/06 budget, the City Council received a $275,000 request from the Santa Clarita Valley Committee on Aging to fund one of two projects for their proposed expansion of the Santa Clarita Senior Center. The City Council included in the City's adopted 2005/06 Budget $100,000 in general fund money for the project. The City Council directed that Supervisor Antonovich be approached to match the City's $100,000 contribution, under the 'PRO ED premise that the Senior Center building and real property are owned by the County of Los Angeles. Staff was further directed to work with the Senior Center staff to identify S.C.V. Committee on Aging financial resources which could be allocated to the project and timelines for construction. Supervisor Antonovich responded that the County of Los Angeles, through its Community Development Commission, would contribute $30,000 in Community Development Block Grant (CDBG) funds to the project. Discussions with Senior Center staff reveal that there are two planned capital improvements for the facility: 1) an expansion of the existing building to include a training room, storage area and two activity rooms; and, 2) construction of a courtyard area and related building improvements for the Senior Center's Alzheimer Day Care Resource Center. The Santa Clarita Valley Committee on Aging will be fully funding the Alzheimer Day Care Resource Center improvements, valued at approximately $50,000. Therefore, with limited available resources for both capital projects, the Santa Clarita Valley Committee on Aging will be contributing approximately $7,000 toward the building expansion project. At the August 23, 2005, meeting, the City Council received a status report from the City Manager outlining potential funding scenarios and construction timelines. The Council directed that an item be placed on the September 13, 2005, City Council agenda in which the City Council would consider increasing the amount of City funding for the building expansion project. The City Council also indicated that the source of the funding for the City's contribution to the Senior Center building expansion project be Community Development Block Grant (CDBG) funds. The S.C.V. Committee on Aging's Architect, Pierce Reibsamen, has identified a total budget amount of $281,350 for the Senior Center building expansion project. The financial contribution breakdown would be as follows: City of Santa Clarita $244,265 86.8% County of Los Angeles $ 30,000 10.7% SCV Committee on Aging $ 6,350 2.3% Yet -To -Be -Identified $ 735 0.2% PROJECT TOTAL $281,350 100.0% ALTERNATIVE ACTIONS 1. Allocate no additional funds beyond the $100,000 contained in the approved FY05/06 City Budget. 2. Allocate an amount more than $100,000 but less than $244,265. 3. Other actions as determined by the City Council. FISCAL IMPACT Adoption of the staff recommendation would require no new financial resources. It will require reallocation of $244,265 of Community development Block Grant funds contained in Account S3013104.
