HomeMy WebLinkAbout2005-03-22 - AGENDA REPORTS - SCRIVER ACQUISITION (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: March 22, 2005 Rick Gould C/ SANTA CLARA RIVER ACQUISITION OF 58.08 ACRES IN CANYON COUNTRY - ASSESSOR PARCEL NUMBERS (APN) 2840-001-116,117, AND 119 Parks, Recreation & Community Services RECOMMENDED ACTION City Council appropriate $160,000.00 from the City Council's Contingency, Account No. 2250-7401; appropriate $1,000,000.00 from the Capital Projects Reserve, Account No. 2250-7408 for acquisition costs, including the title insurance policy in the amount of $2,964.00; and authorize the City Manager or designee to execute all documents to complete the acquisition of 58.08 acres in Canyon Country (Assessor Parcel Nos. 2840-001-116, 117, and 119), subject to City Attorney approval. BACKGROUND On February 28, 2005, the City entered into negotiations to purchase 58.08 acres of unimproved land located in Canyon Country. Comprised of three parcels, bordered on the north by State Route 14 (SR -14), the property is directly east of and adjacent to the existing City boundary. The proposed acquisition will assist in implementing the preservation of the Santa Clara River. Due to its proximity to SR -14, a portion of the property may be acknowledged as having future investment and development potential. A map showing the property site is attached. The site is currently occupied by three tenants: a firewood storage yard, heavy equipment yard, and a caretaker's quarters, consisting of one 20'x 40' mobile home. Staff is researching the existing leases to determine the obligation to the property and potential liability. The owner has offered to indemnify the City from any potential tenant relocation costs. It is anticipated that the storage yard uses could be eliminated within the next year as current lease agreements would be allowed to expire. The caretaker's residence will remain occupied for approximately three years, until 2008. The purchase price of the property is $1,150,000.00. An additional $2,964.00 is needed for title research and issuance of a policy for title insurance. ALTERNATIVE ACTIONS 1) City Council may direct staff to cease the acquisition effort. 2) Other actions as determined by the City Council. FISCAL IMPACT $1,150,000.00 for acquisition costs.
