PROJECT NO. S3009 - CONSTRUCTION AND MAINTENANCE
AGREEMENT WITH THE SOUTHERN CALIFORNIA
REGIONAL RAIL AUTHORITY

RECOMMENDED ACTION
City Council authorize the execution of the Construction and Maintenance Agreement between
the City and the Southern California Regional Rail Authority (SCRRA) for the Sierra Highway
Bridges over the Railroad, Project No. 53009; and authorize the City Manager or designee to
execute all documents, subject to City Attorney approval.
BACKGROUND
Siena Highway is classified as a major arterial and a Congestion Management Plan (CMP) route
for the region. In 1996, the City restriped Siena Highway to accommodate three lanes of travel in
each direction in order to serve the growing number of motorists along this roadway.
This project will rehabilitate and/or replace the existing northbound and southbound bridges on
Siena Highway over the railroad while providing wider travel lane widths for motorists and
cyclists, and standard sidewalks for pedestrians in each direction. In consideration of the low
Caltrans Bridge Sufficiency List (BSL) rating that has been calculated for the northbound bridge,
a determination has been made to replace this structure. In contrast, a more favorable BSL rating
calculated for the southbound bridge indicates that further analysis in determining its most viable
design alternative is warranted.
The firm of Parsons Brinckerhoff Quade and Douglas has completed the design of the
rehabilitation/replacement of the bridges. Staff submitted a request for Authorization to Proceed
with Construction to Caltrans on June 3, 2005, and is ready to begin the bidding process once a
response is received from Caltrans.
APPROVED
The purpose of the Construction and Maintenance Agreement is to set forth guidelines for the
coordination between the SCRRA and the City relative to this project and to establish a means
for reimbursement of SCRRA's costs incurred as part of this project.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The total estimated cost as provided in Attachment "A" of the agreement is $310,086.00. This
amount is required prior to beginning the project and is subject to change based on actual
expenses incurred by the Southern California Regional Rail Authority. This cost is a
reimbursable expense as accounted for in the Request for Authorization to Proceed with
Construction and will therefore be included in the Highway Bridge Replacement and
Rehabilitation (HBRR) Program funding of this project.
Sufficient funding has been appropriated to Account No. S3009001 and Account No. S3009453
to cover the required reimbursement to the Southern California Regional Rail Authority in the
amount of $310,086.00.
