SUBJECT: PRESENTATION OF SIGN COMPLIANCE PROGRAM
RECOMMENDED ACTION
City Council and Planning Commission receive presentation and provide input on the Sign
Compliance Program.
BACKGROUND
The City of Santa Clarita adopted its Sign Ordinance in 1990 to help beautify and reduce
competitive streetscape clutter along the City's roadway corridors. At that time, the City Council
agreed to a nine-year amortization period giving businesses and property owners the flexibility to
fully meet the requirements. In 1999, the City began its Sign Compliance Program to remove the
remaining non -conforming signs. To date, over 97% of businesses comply with the Sign
Ordinance with approximately 65 signs remaining non-compliant. The City is now ready to
begin the final phase of the program and reach 100% compliance.
At the Study Session, staff will present the number and location of signs not in compliance and
the planned process involved to bring those properties into compliance. Staff plans to work with
the remaining business and property owners to find solutions to their signing needs. However,
for those remaining properties that continue to be non-compliant, effective measures will be
taken to have the signs removed. This may involve public hearings before the City Council or
Planning Commission and the hiring of a contractor to remove the signs. Staff expects the
program to take approximately two years to complete.
ALTERNATIVE ACTIONS
Any other action as directed by Council.
FISCAL IMPACT
As part of the budget process, staff will be requesting $60,000.00 to hire a contractor that may be
used to remove signs on properties that do not comply with the program.
