SALE OF EXCESS RIGHT-OF-WAY, USELESS REMNANT
PORTION OF SOLEDAD CANYON ROAD.

RECOMMENDED ACTION
City Council authorize the City Manager or designee to execute all required documents necessary
to transfer 19,280 square feet of right-of-way, a portion of Soledad Canyon Road deemed a
useless remnant, to the adjacent property owner, subject to City Attorney approval.
BACKGROUND
Soledad Canyon Road right-of-way was originally established by Los Angeles County. A section
of 19,280 square feet, located approximately 450 feet east of Sand Canyon Road was never
utilized as roadway. Presently a steep slope, any site specific improvements would require
setbacks and additional dedications to the City, further reduces the site utility. This portion of
excess right-of-way is considered a useless remnant.
The adjacent property owner can effectively utilize this remnant in conjunction with the proposed
improvements for Tract Map No. 53074. A portion of the parcel would be required for road
improvements; a dedication of 5,861 square feet to the City, resulting in a net gain of 13,419
square feet to the proposed tract map.
An independent appraisal has determined the fair -market value of the net property area of 13,419
square feet to be $207,000.00. The adjacent property owner and developer of Tract Map
No. 53074 has agreed to reimburse the City for all costs associated with the transfer and pay the
fair -market value.
With the impending development of the adjacent property, it is now appropriate to sell this
useless remnant of excess right-of-way.

Other action as determined by the City Council.
FISCAL IMPACT
Funds received from the transfer of this property will be recorded to the General Fund revenue
Account No. 001-6714. The developer has agreed to reimburse the City for all costs associated
with the transfer and pay the fair -market value.
