HomeMy WebLinkAbout2005-07-12 - AGENDA REPORTS - ST SWEEPING SERVICES (2)Agenda Item• o �" CITY OF SANTA CLARITA AGENDA REPORT SUBSEQUENT NEED City Manager Approval: Item to be presented by: Travis Lange DATE: July 12, 2005 SUBJECT: CITYWIDE STREET SWEEPING SERVICES DEPARTMENT: Field Services RECOMMENDED ACTION 1) Rescind the previous action in awarding the street sweeping contract to Nationwide Environmental Services (NES); NES has refused to sign the contract. 2) City Council award a contract to C1eanStreet, based on Option B, in an amount not to exceed $645,116 annually. Agreement is for a three-year term with a possible one-year extension. 3) Authorize the City Manager or designee to sign a contract, and renewal subject to City Attorney review. BACKGROUND The Invitation to Bid requested pricing for two options. Option A consisted of sweeping once weekly. Option B consisted of sweeping every other week, except during the four peak months identified by the City, during which time sweeping will be done once per week. Three suppliers submitted bids for citywide street sweeping services and those bids were opened by Purchasing on June 15, 2005. The results of the bids are shown below: Vendor Nationwide Environmental CleanStreet AV Environmental Location Bid Option A Norwalk $652,599.49 Gardena $797,358.00 Santa Clarita $19190,168.00 Bid Option B $652,599.49 $645,116.00 $635,635.00 Staff from the Environmental Services Division of the Field Services Department evaluated each of the bid responses. Staff determined the lowest cost bid from Nationwide Environmental Services satisfied all required criteria and that Option A provided the best value. Nationwide Environmental Services has chosen not to sign the contract with the City due to Air Quality Management District (AQMD) Rule 1186.1. Compliance with this rule was a requirement of the Invitation to Bid, however, Nationwide has concerns regarding the fueling options for alternative fuel vehicles in the Santa Clarita Valley. In a letter to the City from Nationwide Environmental Services dated July 11, 2005, they state, "The lack of an approved TICR from the SCAQMD and the absence of a fueling station for alternative -fueled vehicles makes it impractical for NES to enter into this sweeping contract." The TICR is a Technical Infeasibility Certification Request that allows for an exemption from Rule 1186.1. The AQMD denied a request for a TICR and the City will have a fueling station at the Transit Maintenance Facility in August. C1eanStreet's Option B bid is the next highest rated bid out of the three bids the City received. C1eanStreet has informed staff they have alternative fuel vehicles that comply with Rule 1186.1 and they can begin sweeping the City's streets as early as Monday, July 19, 2005. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funds in the amount of $657,390 annually have been budgeted in account number 5720-8059.
