HomeMy WebLinkAbout2005-03-22 - AGENDA REPORTS - TM 47786 FINAL MAP APPROVAL (2)Agenda Item: (0 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: 90"�' Item to be presented by: Christopher Price DATE: March 22, 2005 SUBJECT: TRACT MAP NO. 47786 (SINGLE FAMILY RESIDENCES, WILLIAM CLOYD DEVELOPMENT) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Building and Engineering RECOMMENDED ACTION 1) City Council approve Tract Map No. 47786 (Single Family Residences, William Cloyd Development); 2) Accept on behalf of the public the offers of dedication of public use and road purposes, the right to restrict direct vehicular ingress and egress to Sand Canyon Road; the casements for sanitary sewers and sanitary sewer ingress and egress purposes; all sanitary sewers and appurtenant structures; the easement for covered storm drain, appurtenant structures, ingress and egress purposes; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division I of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division I of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 47786, which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 47786, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 47786, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map No. 47786 (Single Family Residences, William Cloyd Development) is the only phase of Substantial Conformance Map Tract Map No. 47786, which was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and approved by the City Council on April 2, 2002. The map consist of approximately 25.19 acres, is located at the intersection of Sand Canyon Road and Mandalay Road. The property is owned by William C. Cloyd. This map is a subdivision of a portion of Lot 1 and 15 of Tract Map No. 37802 and is creating 21 single family residential lots. Water tights have been secured for the lots. The Quimby requirement has been fully satisfied by the payment of $130,881.00. Bridge and Thoroughfare fees totaling $230,000.00 (per current Eastside District fees) have been fully satisfied, as stipulated in the Conditions of Approval. The conditions set by the Planning Division staff have been met and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT Additional right-of-way on Sand Canyon Road is being dedicated to the City by this map. The maintenance of this new dedication will have minimal impact on the City's street maintenance budget. Transit Fee: Fees totaling $4,200.00 for 21 single family residential lots shall be paid at building permit issuance, as stipulated in the Conditions of Approval. Quimby Fee: The Quimby requirement of $130,88 1.00 has been fully satisfied. School Fee: All appropriate school fees will be paid at the time of building permits.
