SUBJECT: TRACT MAP NO. 49621 -01 (STETSON RANCH, FORMERLY
CALLED WES THOMPSON RANCH) - APPROVAL OF FINAL
MAP AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Tract Map No. 49621-01 (Stetson Ranch, formerly called Wes
Thompson Ranch);
2. Accept on behalf of the public the offers of dedication for public use and road purposes, the
easements for covered storm drain, appurtenant structures, ingress and egress purposes,
including the right to make connections therewith from any adjoining properties;
3. Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division I of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division I
of the Government Code;
4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map No. 49621-01, which indicates that all special assessments levied by the City have been
paid;
5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 49621-01,
which embodies the approval of said map and the acceptance of the dedications shown
thereon; and
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map
No. 49621-01, and pursuant to the conditions for the final approval of said map for which
security has been posted, shall be constructed and completed.

BACKGROUND
Tract Map No. 49621-01 (Stetson Ranch, formerly called Wes Thompson Ranch) is the first
phase of Tentative Tract Map No. 49621 and is deemed to be in substantial conformance with the
principles and standards required by the Unified Development Code and approved by the City
Council on June 26, 2001. This phase, consisting of approximately 16.95 acres, is located east of
Sand Canyon Road and at the northern terminus of Gary and Marilyn Drives, which is located in
the American Beauty Homes, and is owned by Thompson Ranch Joint Development, Limited
Liability Company.
This map is a subdivision of Parcels 1, 2, and 3 of Parcel Map No. 25687 and is creating 69
single family residential lots. Water rights have been secured for all lots. The applicant is
meeting the Parks Division's requirements by providing an HOA maintained trail with public use
easements that encompasses the development. This trail will include small lookout areas and a
trail head that will have a minimum of 8 parking stalls. The applicant is also building out a
Class I bike lane from the trail head within the development out to Sand Canyon Road. The
applicant has received a 30 percent credit toward the Quimby fee amount due from the
construction of HOA maintained private recreation areas. The total Quimby fees of
$1,349,573.00 shall be paid at the building permit issuance. Bridge and Thoroughfare fees
totaling $1,052,250.00 (per current Eastside B&T District fees) has been satisfied, as stipulated
in the Conditions of Approval.
The conditions set by the Planning Division staff have been met and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City
Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
Four new public streets are being dedicated to the City on this map. The maintenance of these
streets will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees (Eastside District) $1,052,250.00
Transit Mitigation Fee: $13,800.00
Quimby Fee: $1,349,573.00
