HomeMy WebLinkAbout2005-05-24 - AGENDA REPORTS - TM 52355 SOLEDADCYN FM ACCEPT (2)CONSENT CALENDAR Agenda Item: _ to CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: �WiWO Z DATE: May 24, 2005 SUBJECT: TRACT MAP NO. 52355 (SAND CANYON JOINT VENTURE - SITE 1) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Building and Engineering RECOMMENDED ACTION 1) City Council approve Tract Map No. 52355 (Sand Canyon Joint Venture - Site 1); 2) Accept on behalf of the public the offers of dedication of public use and road purposes; the right to restrict direct vehicular ingress and egress to Sand Canyon Road; and all sanitary sewers and appurtenant structures; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 52355, which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 52355, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 52355, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map No. 52355 (Sand Canyon Joint Venture - Site 1) is the only phase of Tentative Tract Map No. 52355, which was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and approved by the City Council on June 11, 2002. The map consist of approximately 34.31 acres, located on the east side of Sand Canyon Road, 1/4 mile north of Soledad Canyon Road. The property is owned by Sand Canyon Properties, Inc., a California Corporation. This map is a subdivision of a portion of the south half of the northeast quarter of Section 14, Township 4 North, Range 15 West, San Bernardino Meridian, and is creating 62 single-family residential lots and 1 open space lot. Water rights have been secured for the lots. Trail requirements are being met by the construction of a Class 1 bike trail along Sand Canyon Road. The Quimby requirement has been fully satisfied by the payment of $462,400.00. Bridge and Thoroughfare fees totaling $945,500.00 (per current Eastside District fees) have been paid prior to final map approval, as stipulated in the Conditions of Approval. The conditions set by the Planning Division staff have been met and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public streets shown on this map, including additional right-of-way on Sand Canyon Road, is being dedicated to the City. The maintenance of these streets will impact the City's street maintenance budget. The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees: $945,500.00 Transit Mitigation Fee: $12,400.00 Quimby Fee: $462,400.00 ATTACHMENTS Fact Sheet Vicinity Map FACT SHEET Location: On the east side of Sand Canyon Road, 1/4 mile north of Soledad Canyon Road.
