HomeMy WebLinkAbout2005-09-27 - AGENDA REPORTS - TM 52414 02 52414 03 FM ACCEPT (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: September 27, 2005 SUBJECT: TRACT MAP NOS. 52414-02 AND 52414-03 (PHASES OF RESIDENTIAL AREA, GOLDEN VALLEY RANCH) - APPROVAL OF FINAL MAPS AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Public Works RECOMMENDED ACTION 1. City Council approve Tract Map Nos. 52414-02 and 52414-03 (phases of the residential area of Golden Valley Ranch); 2. Accept on behalf of the public the offers of dedication for the right to restrict the erection of structures within designated open space/recreation areas as shown on the maps, public streets for public use and road purposes, the easements for covered storm drain, sanitary sewers, appurtenant structures, ingress and egress purposes, including the right to make connections therewith from any adjoining properties; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved; and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map Nos. 52414-02 and 52414-03, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map Nos. 52414-02 and 52414-03, which embodies the approval of said maps and the acceptance of the dedications shown thereon; and APPROVED 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map Nos. 52414-02 and 52414-03, and pursuant to the conditions for the final approval of said maps for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map Nos. 52414-02 and 52414-03 are phases of the residential area of Tentative Tract Map No. 52414 (Golden Valley Ranch - commercial, residential, and open space areas). The projects are deemed to be in substantial conformance with the principles and standards required by the Unified Development Code, and were approved by the City Council on January 24, 2002. Tract No. 52414-02 consists of approximately 54.3 acres, and is located east of State Route 14 at Golden Valley Road and Via Princessa. Tract No. 52414-03 consists of approximately 51.1 acres, and is located east of State Route 14 on the east side of Via Princessa approximately 300 feet south of Golden Valley Road. The property contained by both tract maps is owned by PacSun, LLC, a California Limited Liability Company. Tract Map No. 52414-02 is creating 76 lots (67 single-family lots, 6 open space/recreation lots, one park site lot, one school site lot, and one water pump station lot). Tract Map No. 52414-03 is creating 34 lots (24 single-family lots, 9 open space/recreation lots, and one water tank lot). Water rights have been secured for all lots. Trail requirements for Tract Map No. 52414-02 are being met by the construction of a Class I bike trail on the south side of Golden Valley Road to Via Princessa. Quimby fees have been satisfied by posting a bond, meeting the Parks Division requirements. The applicant dedicated the natural open space of approximately 910 acres surrounding the development to the City, meeting the Parks Division requirements. Trail requirements for Tract Map No. 52414-03 are being met by the construction of a public paseo along Via Princessa, Marsha McLean Parkway, Big Cedar Drive, and Oak Crest Drive. Quimby fees have been satisfied by posting a bond, meeting the Parks Division requirements. The conditions set by the Community Development staff have been met and fees have been paid as indicated on the attached Fact Sheets. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public streets shown on both maps will be dedicated to the City. The maintenance of these streets will have minimal impact on the City's street maintenance budget. Acreage: Approximately 54.3 acres. Number of Lots: Seventy-six (76). Use: Sixty-seven (67) single-family residential lots, six (6) open spacetrecreation lots, one (1) park site lot, one (1) school lot, and one (1) water pump station lot. Developer: PacSun, LLC, a California Limited Liability Company. Trails: Trail requirements are being met by the construction of a Class I bike trail on the south side of Golden Valley Road to Via Princessa. Streets: This map is creating three new public streets (Oak Crest Drive, Golden Maple Drive, and Cedar Crest Drive). The project will also extend Golden Valley Road from Lost Canyon Road to the east and Via Princessa to the south, within the tract boundary. B&T Fee: Fees totaling $1,042,520.00 (per Eastaide Bridge & Thoroughfare District fees) for 67 single-family residences have been paid prior to final map approval. Transit Fees: The developer shall pay the Transit Mitigation Fee in place at the time of building permit issuance. Quimby Fee: A Quimby fee totaling $561,340.00 for 67 single-family residences has been satisfied by posting a bond, meeting the Parks Division requirements. School Fees: All appropriate school fees will be paid at the time of building permits. Acreage: Approximately 51.1 acres. Number of Lots: Thirty-four (34). Use: Twenty-four (24) single-family residential lots, nine (9) open spacetrecreation lots, and one (1) water tank site lot. Developer: PacSun, LLC, a California Limited Liability Company. Trails/Paseos: Trail requirements are being met by the construction of a public paseo along Via Princessa, Marsha McLean Parkway, Big Cedar Drive, and Oak Crest Drive. Streets: This map is creating five (5) new public streets (Marsha McLean Parkway, Big Cedar Drive, Oak Creat Drive, Hidden Willow Circle, and Shady Birch Court. B&T Fee: Fees totaling $373,440.00 (per current Eastaide B&T District fees) for 24 single-family residences have been paid prior to final map approval, as stipulated in the Conditions of Approval. Transit Fees: The developer shall pay the Transit Mitigation Fee in place at the time of building permit issuance. Quimby Fee: A Quimby fee totaling $210,100.00 for 24 single-family residences has been satisfied by posting a bond, meeting the Parks Division requirements.
