HomeMy WebLinkAbout2005-05-24 - AGENDA REPORTS - TM 53419 GVR FM ACCEPT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: _1j�r CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: May 24, 2005 TRACT MAP NO. 53419 (CONDOMINIUM MAP, NORTHEASTERLY CORNER OF SIERRA HIGHWAY AND GOLDEN VALLEY ROAD) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION Building and Engineering RECOMMENDED ACTION 1. City Council approve Tract Map No. 53419 (Condominium Map, northeasterly corner of Sierra Highway and Golden Valley Road); 2. Accept on behalf of the public the offers of dedication for public use and road purposes, the right to restrict direct vehicular ingress and egress to Sierra Highway, the easements for sanitary sewers and sanitary sewer ingress and egress purposes, the easements for flood control purposes, the easements for covered storm drain, appurtenant structures, ingress and egress purposes, all sanitary sewers and appurtenant structures, the easement for the paseo bridge purposes, and the right to prohibit the construction of residential buildings and any other structures within Lot 5, except for recreational facilities; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 53419, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 53419, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 53419 and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map No. 53419 (Condominium Map, northeasterly comer of Sierra Highway and Golden Valley Road) is the only map of Tentative Tract Map No. 53419, which was granted approval by the Planning Commission on June 19, 2001. This phase, consisting of approximately 21.08 acres, is located at the northeasterly comer of Sierra Highway and Golden Valley Road, and is owned by Trimark Pacific -Valle Di Oro, LLC, a California Limited Liability Company. This map is creating 5 lots (111 condominium units, 1 recreation lot, and 1 open space lot). Water rights have been secured for all lots. The applicant has bonded for the construction of the pedestrian bridge over Siena Highway from Tract Map No. 48892 to Tract Map No. 53419. Easements needed for the construction of the pedestrian bridge is dedicated on this map. Quimby fees have been paid. A Bridge and Thoroughfare fee of $1,354,200.00 (based on current fees) shall be paid at building permit issuance, per the Conditions of Approval. The conditions set by the City Council have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT Portions of Sierra Highway will be dedicated to the City on this map. The maintenance of these streets will have minimal impact on the City's street maintenance budget. The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees: $1,354,200.00 Transit Mitigation Fee: $22,200.00 Quimby Fee: $426,992.00 ATTACHMENTS Fact Sheet Vicinity Map FACT SHEET Location: At the northeasterly comer of Sierra Highway and Golden Valley Road. Acreage: Approximately 21.08 acres. Number of Lots: Five (5). Use: One hundred eleven (I 11) condominium units, one (1) recreation lot, and one (1) open space lot. Owner: Trimark Pacific -Valle Di Oro, LLC, a California Limited Liability Company. Trails/Paseos: Trail requirements are being met by the construction of the pedestrian paseo bridge over Sierra Highway. Easements, needed for the construction of the bridge, its abutments, and ramping have been dedicated on this map. Streets: This map is creating a portion of Sierra Highway as a public street. B&T Fee: The project is located in the Eastside Bridge and Thoroughfare District; based on a maximum of 111 condominium units, fees totaling $1,354,200.00 (based on current fees) shall be paid at building permit issuance, per the Conditions of Approval. Transit Fee: The Transit Mitigation fee of $22,200.00 for 111 new condominium units will be paid at issuance of building permits, per the Conditions of Approval. Quimby Fee: A Quimby fee of $426,992.00 has been paid per the Conditions of Approval. School Fees: All appropriate school fees will be paid at the time of building permits.
