SUBJECT: TRACT MAP NO. 54349 (CONDOMINIUMS, SONRISA
DEVELOPMENT) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Tract Map No. 54349 (Condominiums, Sonrisa Development);
2) Accept on behalf of the public the offers of dedication of public use and road purposes, the
right to restrict direct vehicular ingress and egress to Bouquet Canyon Road; the easements for
sanitary sewers and sanitary sewer ingress and egress purposes; all sanitary sewers and
appurtenant structures;
3) Make findings as follows: (a) that this project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division I of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map No. 54349, which indicates that all special assessments levied by the City have been
paid;
5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 54349, which
embodies the approval of said map and the acceptance of the dedications shown thereon; and
6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map No. 54349,
and pursuant to the conditions for the final approval of said map for which security has been
posted, shall be constructed and completed.
BACKGROUND
Tract Map No. 54349 (Condominiums, Somisa Development) is the only phase of Substantial
Conformance Map Tract Map No. 54349, which was deemed to be in substantial conformance
with the principles and standards required by the Unified Development Code and approved by
the City Council on March 23, 2004. The map consist of approximately 5.87 acres, is located at
the intersection of Urbandale Avenue and Bouquet Canyon Road along the northside of Bouquet
Canyon Road and is owned by WK Sonrisa 35, a Delaware Limited Liability Company.
This map is a subdivision of a portion of parcel 1, Parcel Map No. 7283, and is creating one lot
with 35 detached residential condominium units. Water rights have been secured for the lot. The
Quimby requirement has been fully satisfied by the payment of $132,074.00. Bridge and
Thoroughfare fees totaling $400,656.00 (per current Bouquet Canyon District fees) have been
fully satisfied, as stipulated in the Conditions of Approval.
The conditions set by the Planning Division staff have been met and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City
Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
Urbandale Avenue is being dedicated to the City by this map. The maintenance of this new street
will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees: $400,656.00
Transit Mitigation Fee: $7,000.00
Quimby Fee: $132,074.00
