F0003 - AWARD THE DESIGN -BUILD CONTRACT FOR THE PHOTOVOLTAIC (SOLAR) BUS CANOPY SYSTEM DEPARTMENT: Building and Engineering RECOMMENDED ACTION City Council award the design -build contract for a photovoltaic (solar) canopy system to Fedcon General Contractors as an additional service to Contract No. 03-00512 for the Transit Maintenance Facility, Project No. F0003, in an amount not to exceed $1,377,562.41; increase revenue Account No. 801-6714 by $511,929.00, which represents the maximum reimbursement amount due to the City; appropriate $511,929.00 to Account No. F0003801; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On November 25, 2003, the City Council awarded the construction of the Transit Maintenance Facility (TMF) project to Fedcon General Contractors (Fedcon). The project is currently under construction. On November 18, 2004, the City submitted an application to Southern California Edison's Self Generation Incentive Program, seeking funds to install a photovoltaic, or solar, bus canopy system at the TMF. Edison's program provides financial incentives for the installation of "self generation" equipment to lessen electricity loads on power grids. Santa Clarita's application was approved, and Edison reserved $511,929.00 to reimburse the City upon completion of the proposed canopy system. The TMT is environmentally sensitive, and uses state-of-the-art energy efficiency and sustainable building methods. A solar canopy system will enhance the project's sustainable design and create several added benefits. The proposed canopy system would be located in the bus parking lot of the Transit Maintenance Facility, as illustrated on the attached site plan. P'RO ED The solar canopy system would serve three purposes: • The canopy will produce useable electric energy through the panels. This energy can be used on site, reducing the TMF's electrical utilities cost by approximately $30,000 a year. • The canopy will shade 20 commuter buses, reducing the amount of cooling needed prior to bus operation, resulting in a savings of approximately $16,000 a year in costs associated with cooling buses in preparation for passengers. • The canopy will help the staff obtain a higher Leadership in Energy and Environmental Design (LEED) rating for the TMF. When complete, this project will likely be the first LEER certified project in the City of Santa Clarita. On January 28, 2005, Fedcon submitted two proposals to the City in accordance with the Request for Proposals for construction of the canopy system. An evaluation panel was formed, consisting of the TMF construction management consultant, and staff members from Capital Improvement Projects, Environmental Services, and Field Services. The panel received and evaluated two technical proposals from the following design -build teams: Comnanv Global Solar Energy, Inc. / Fedcon California Green Design, Inc. / Fedcon Location Tucson, AZ / Santa Clarita, CA Encino, CA / Santa Clarita, CA Staff recommends awarding the design -build contract to the team of Global Solar Energy and Fedcon in an amount not to exceed $1,377,562.41 for the design, installation, and commission of the bus canopy system. By awarding the design -build contract to Fedcon as an additional service to its existing contract, staff is able to ensure the project coordination needed to complete the TMF on schedule. In addition, under this contract, the contractor will maintain the photovoltaic modules and the bus canopy structure for a five-year period. ALTERNATIVE ACTIONS 1. Reject all proposals. 2. Other action as determined by the City Council. FISCAL IMPACT The cost to design and install the canopy system will be $1,377,562.41. Edison has committed to a reimbursement to the City in the amount of $511,929.00, requiring the City to pay for the remaining $865,633.41 to complete the canopy. Project funds in the amount of $20,707,123.72 have previously been approved by the City Council for Fiscal Year 2004-2005 in the following accounts: F0003203 $ 223,075.19 F0003205 1,083,523.67 F0003206 5,116,860.00 F0003453 767,227.27 F0003801 13.516.437.59 Total $20,707,123.72 Sufficient Transit Maintenance Facility project funds within the existing construction contingency allocation are available to pay for the canopy system. No additional funding is needed to pay for the design and installation of the system. The appropriation of the funds from Edison into Account No. F0003801 would bring the current year budget to $21,219,052.72. Your eligible project costs are $1,300,000. Please see the required Proof of Project Advancement information outlined in 4.3.2 of the Program Manual. You will be installing a 113.762 kW PV system. Net generator output meters are required for all SGIP installations. Costs for metering normally required by the electric utility, in accordance with its Rules, shall be borne by the customer. Specifications for the net generator output meter can be found on SCE's Electrical Service Requirements (ESR) book on our website (The pertinent metering information is located in Sections 5, 6 and 7). You are reminded that if the Proof of Project Advancement submittal is not received on or before, February 27, 2005, the reservation will be cancelled. Additionally, the estimated site demand must materialize before or concurrent with system operational date per SGIP handbook section 2.4.6.3. Please note that due to the high unit cost of $11,427.37/kW, the eligible project costs will be revievyed in detail at the ICF stage.
