AWARD OF ENGINEERING AND DESIGN SERVICES
CONTRACT FOR WHITES CANYON PARK - PROJECT
NUMBER P3002.

RECOMMENDED ACTION
City Council award engineering and design services contract to RJM Design Group, Inc., for
Whites Canyon Park in the amount of $282,000 and authorize a 15% contingency of $42,300.
The funds have been budgeted in Fiscal Year 2004-05 in Account Number P3002-450-8001.
Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
Whites Canyon Park is located north of Canyon High School, between Nadal Street and Whites
Canyon Road, in the Canyon Country community.
The master planning process for this project began in June 2002 with research, site analysis, and
technical data gathering to prepare for community participation. Several community meetings
were conducted from May 17 through November 6, 2003. The Master Plan culminated with City
Council approval of the Whites Canyon Park Master Plan on February 24, 2004.
The William S. Hart Union High School District expressed interest early on in developing a
portion of the site off Nadal Street for parking and a possible facility building. The Hart
District's consultant, Trittipo Architecture and Planning, determined that development of the
lower portion of the City property for school uses was too costly. Trittipo advised the school
district to terminate further studies, or plans to realign Nadal Street, or attempt to build on the
lower portion of the park site. This recommendation was primarily due to costs associated with
mitigating geological issues in the area.
APPROVE1
Based on the preliminary estimate prepared as part of the Master Plan, the complete build out of
the park will cost approximately $2.6 million. Included in this authorization are the required
design documents and construction plans for the park site including, but not limited to, traffic
analysis, engineering, hydrology, and grading. City staff is processing the Conditional Use
Permit and environmental review at this time.

FISCAL IMPACT
Funds for this expenditure have been budgeted in Fiscal Year 2004-05 in Account Number
P3002-450.
