RECOMMENDED ACTION
1. City Council increase estimated revenue in Account Number 453-5055 by $172,283, based
on the Antelope Valley Workforce Development Consortium's final allocation from the
County of Los Angeles. Appropriate the allocation in expenditure Account Number 7446, per
Attachment A.
2. Authorize City Manager, or designee, to execute any contract agreements, extensions, or
change orders arising out of this program, subject to City Attorney approval.
BACKGROUND
Los Angeles County Department of Community and Senior Services is the agency responsible
for fund allocations to the Workforce Investment Act (WIA) partners. For Fiscal Year 2005-06,
significant procedural changes have been made regarding contract approvals. The new
procedure states that all WIA partners must have contracts signed by their respective Councils,
or Boards, prior to the Department of Community and Senior Services presenting the Los
Angeles County contract to the Board of Supervisors in May 2005. Without a signed contract
prior to the presentation to the Board of Supervisors, partners will not be eligible for Fiscal Year
2005-06 funding.
In July 1998, the City of Santa Clarita entered into a formal partnership with the Antelope Valley
Workforce Development Consortium to receive a grant, now known as the Workforce
Investment Act (WIA) Adult and Dislocated Worker Program, for the operation of the
Santa Clarita WorkSource California Center. Since then, the City of Santa Clarita has been
receiving WIA grant funding through a competitive process annually. Since its establishment,
the Center has received multiple recognitions and certifications from the Los Angeles County
Workforce Investment Board.
This grant provides services for job seekers and businesses. The Center serves approximately
13,000 job seekers on an annual basis. Free services for job seekers include the ability to
research and pursue job leads via fax, phone, and Internet; workshops to improve job search
skills; computer classes; and programs to increase typing speed and skills.
In addition to job seeker services, the Center offers extensive business services, such as the space
and coordination for employee recruitments and trainings. The Center has aided the business
development of Wal-Mart, Lowe's, Kohls, and Panera Bread, among dozens of other new and
existing businesses in the Santa Clarita Valley. The Santa Clarita WorkSource California Center
remains a valuable component to the economic development of the Santa Clarita Valley.
Current Status:
The Santa Clarita WorkSource California Center (SCWCC), a City program, co -located with the
Employment Development Department (EDD) on Soledad Canyon Road, is no longer in
business at that location, as of the close of business on Friday, April 29, 2005. The space was
leased to EDD, with the City program as a sub -lessee. The property owner issued EDD a 30 -day
eviction order effective at the close of business on Tuesday, May 3, 2005. We have been unable
to find an alternate location to house the operation as it stands today.
EDD staff, which handles CalJobs database and any state requirements, will temporarily relocate
to their facility in Pacoima. The City staff will temporarily relocate to City Hall and the
Activities Center. Our immediate priority focus area is to evaluate all City facilities with a goal
of finding the most suitable temporary location where we can provide a full range of services to
our residents as soon as possible. The long-term priority is to search for a permanent location
where we can again combine the City services and those of EDD.
Residents will be referred to Pacoima for state related requirements. City -run workshops, such
as for resume writing and interview skills, and Business Services, including recruiting new
employees, will see no break in services.
ALTERNATIVE ACTIONS
1. Decline acceptance of funds.
2. Other direction as determined by City Council.
FISCAL IMPACT
The total cost of this program is estimated to be $172,283, to be offset completely by grant
revenue. There is no City match required.
