City Council / Redevelopment Agency Joint Study Session
April 5, 2005
Call to Order: 5:36 p.m.
Roll Call: All Council/Agency members were present with the exception of
Council/Agency member Ferry.
Flag Salute: Mayor/Chair Smyth led the flag salute.
ITEM 1 PROPOSED FISCAL YEAR 2005-2006 ANNUAL OPERATING
BUDGET AND CAPITAL IMPROVEMENT PROGRAM — Ken
Striplin, Assistant City Manager, provided highlights of the proposed
operating budget and capital improvement program with a powerpoint
presentation and handouts. It is anticipated that the public hearing will
be held on May 24, 2005, with final adoption scheduled for June 14, 2005.
Council / Agency member questions, concerns and comments included:
appreciation for staffs efforts; acknowledging that needed road
improvements were being addressed; noting that headway was being
made with the Sand Canyon Trail System; appreciation for the teen
activities and the Transit Sheriff, whether the County was participating
toward updating transit development; maintaining the Star program;
looking at regional planning for the area and making sure we are on top
of the One Valley One Vision plan; providing for architectural planning
for the city to bring parity among the communities; needing
interconnection between City and County planning efforts; and utilizing a
civilian or retiree for red light enforcement instead of a sworn deputy.
Public comment on this item was made by Connie Worden-Roberta
expressing appreciation for efforts toward the cross valley connector, the
cleanup of the Whitaker-Bermite, the opposition of TMC and the
considerable amount set aside for the Newhall area, and her concern for
growth as a quality of life issue; Ruth Ann Levison requesting additional
money be allocated toward expansion of the Sand Canyon trails, and Bob
Fleck regarding the need for a soft surface trail for equine rescue during
an emergency.
Mayor Smyth adjourned the meeting at 6:30 p.m.
