Services Commission Joint Study Session
February 15, 2005
Call to Order: 5:34 p.m.
Roll Call Council: All Councilmembers were present with the exception of
Councilmember Kellar.
Roll Call Planning
Commission: All Commissioners were present.
Roll Call Parks, Recreation
And Community Services
Commission: All Commissioners were present with the exception of Vice -Chair
Redd and Commissioner Nelson. Commissioner Nelson arrived at
5:37 p.m.
Flag Salute: Commissioner Berger led the flag salute.
ITEM 1 FISCAL YEAR 2005-2006 BUDGET — Ken Pulskamp, City Manager,
introduced the item and presented the goals and message of the budget
before introducing Darren Herna ndez, Director of Administrative
Services who commented on the impacts of Proposition IA. Mr.
Pulskamp then gave a snapshot presentation of the General Fund
Budget.
Public comment on this item was made by Ruthann Levison; Maureen
Miller -Roster; Eric Roster; and Mike Levison.
Council / Planning Commission / Parks, Recreation and Community
Services Commission questions, concerns and comments included:
Increasing reserve; increasing the budget for Economic Development;
dedicating a small portion of funds each year for trails; the need to be
more aggressive with the Shop Local Campaign; being consistent with
spending more on Parks and Recreation services than on law enforcement
and the benefits of doing so; the possibility of CDBG funds being
eliminated by President Bush and the impacts of that happening; and
keeping high-end retail outside of the City limits from drawing shoppers
away from the City.
Mayor Smyth adjourned the meeting at 6:25 p.m.
