HomeMy WebLinkAbout2005-09-06 - MINUTES - STUDY SESSION NOTES (2)CITY OF SANTA CLARITA City Council / Planning Commission / Parks, Recreation & Community Services Commission Joint Study Session September 6, 2005 Call To Order: 5:38 p.m. Roll Call Council: All Councilmembers were present with the exception of Mayor Smyth Roll Call Plan Cmsn: Ostrom, Berger, Burkhart, Berger, Kennedy, Trautman present Roll Call PR&CS Cmsn: Redd, Ender, Hauser present; Longshore and Nelson absent Flag Salute: Councilmember Kellar led the flag salute. ITEM 1 FORMATION OF A CITY-WIDE OPEN SPACE AND PARKLAND PRESERVATION DISTRICT — Ken Pulskamp, City Manager, described the overall mechanics of the proposed Preservation District and introduced Joan Cox, consultant with Harris & Associates, who explained details of the District, with approximately 48,500 property owners to be mailed the ballots in early October. Council / Commission questions, concerns and comments included: clarification on the maximum amount of annual increases; if a "frequently asked questions" sheet would be assembled; who would be the contact for questions; if this is a typical approach to use; that the reference to Elsmere being "held" by Los Angeles County be removed; if public outreach meetings would be held; utilizing an oversight committee to ensure the funds are spent appropriately; clarifying that this is not meant to replace QUIMBY fees currently charged to developers; and the education received while developing the proposed District to date. Public Participation included: Maria Gutzeit, Lynn Plambeck, Ken Dean, and Holly Schroeder representing the Building Industry Assn. In response to public comments, Mr. Pulskamp and Darren Hernandez, Director of Administrative Services, provided additional information. In honor of Councilmember McLean's birthday last Saturday, Councilmember Ferry's birthday on Sunday and Planning Manager Lisa Hardy's birthday last week, those in attendance sang "Happy Birthday" and enjoyed cake. A recess was called at 6:31 p.m.; members of the Parks, Recreation & Community Services Commission departed, and the meeting was reconvened at 6:39 p.m. ITEM 2 UPCOMING UNIFIED DEVELOPMENT CODE (UDC) AMENDMENTS — Ken Pulskamp, City Manager, introduced Lisa Hardy, Planning Manager, and Fred Follstad, Senior Planner, who described the upcoming annual amendment to the UDC which would include changes on the Vehicle Service Overlay Zone, the Mixed Use Overlay Zone, and the Ridgeline Preservation Overlay Zone and Hillside Min/05Sep6jntss Development Ordinance. In the interest of time, the focus of the presentation centered on the Ridgeline Preservation Overlay Zone/ Hillside Development Ordinance and the Mixed Use Overlay Zone. Council / Commission questions, concerns and comments included: clarifying that there is no intent to inhibit trails in the RP Overlay Zone; being concerned with smart growth and architecture; not giving up too much with a conditional use permit; not short-changing parking requirements; and defining what "undisturbed" land means.
