HomeMy WebLinkAbout2005-10-04 - MINUTES - STUDY SESSION NOTES (2)CITY OF SANTA CLARITA City Council Study Session October 4, 2005 Call To Order: 5:38 p.m. Roll Call: All Councilmembers were present with the exception of Mayor Smyth who arrived at 6:08 p.m. and Councilmember Ferry. Flag Salute: Mayor Pro Tem Weste led the flag salute. ITEM 1 CHLORIDES — Ken Pulskamp, City Manager, introduced the item and stated that the City has done significant outreach to residents to remove water softeners that release chlorides into the agriculture and groundwater. Mr. Pulskamp introduced Jim Stahl and Sharon Green from the Sanitation District who gave a presentation on the efforts to reduce the concentration of chloride in the Santa Clara River. This effort is due to the Los Angeles Regional Water Quality Control Board's (RWQCB) Chloride Total Maximum Daily Load (TMDL) for the Santa Clarita River. This TMDL went into effect May 4, 2005. Council / Commission questions, concerns and comments included: The drop in chloride levels in the Santa Clara River due to the removal of water softeners that use salt; the issue of curtailing new homes coming with water softeners, and making sure that they are not using self generating softeners that cause pollution; doing a study that could prove current chloride numbers cause no harm to the environment; and continuing with the outreach program. Motion by Kellar, second by McLean, to support the Sanitation District's efforts to reduce the concentration of chloride in the Santa Clara River. On roll call vote: Ayes: McLean, Kellar, Weste, Smyth Noes: None Absent: Ferry Motion carried. There were no requests to speak on this item. ITEM 2 NEIGHBORHOOD REINVESTMENT PILOT Ken Pulskamp, City Manager, introduced the item stating that the City has been approached by residents and businesses in the Downtown Newhall and Canyon Country communities regarding their desire for more proactive property maintenance/aesthetic, housing, and parking enforcement in their neighborhood. Mr. Pulskamp introduced Tina Haddad, Management Analyst who gave a presentation on the newly implemented Neighborhood Reinvestment Program. Ms. Haddad MWO W4s introduced Curtis Williams, Senior Community Preservation Officer, as well as Community Preservation Officers Norm Sieger and Mike Marshall. There were several residents who spoke in favor of the Neighborhood Reinvestment Program. Council / Commission questions, concerns and comments included: The importance of not letting the City disintegrate; making corrections so that the City does not end up with more Redevelopment areas; caution in the way that residents are to be treated; the idea of a code inspection at the time of real estate sale; and thanks to all the residents for attending the Study Session.
