AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARTTA, CALIFORNIA, TO APPROVE PREZONE NO. 05-001
(MASTER CASE 05-270) FOR THE EAST SANTA CLARITA ANNEXATION AREA
GENERALLY LOCATED EAST OF CITY BOUNDARIES IN CANYON COUNTRY
NEAR THE INTERSECTION OF SOLEDAD CANYON ROAD AND
SR 14 IN THE COUNTY OF LOS ANGELES
THE CITY COUNCIL OF THE CITY OF SANTA CLARTTA, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1. FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. The site consists of approximately 1,885 undeveloped and uninhabited acres.
b. The site is located adjacent to the eastern boundary line of the soon to be
completed Stonecrest Annexation east of the City of Santa Clarita in the area
known as Canyon Country.
C. The project is not associated with an existing, proposed, or reasonably foreseeable
development project.
d. The project will not accommodate a future or reasonably foreseeable development
project that consists of a different use, a more intense use, or a denser use than
those already entitled or already permitted to occur in the land use designations
and zoning at the site and for which environmental review has already occurred.
e. The site contains an approved aggregate mining operation on approximately
464 acres and an approved 542 -unit residential development on approximately
548 acres. The project will not give the City the legal authority to alter in any way
lawfully approved entitlements that exist at the site and will not alter the impacts
from County -approved projects within the annexation area.
f. Such prezoning would become effective upon annexation and designated upon the
Zoning Map incorporated within an part I Title 17 of the City's Municipal Code.
g. The Planning Commission held a duly noticed public hearing on this issue on
October 4, 2005. This public hearing was held at 7:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita. At the hearing, the Planning
Commission considered staff's presentation, the staff report, public testimony on
the proposal, and the Negative Declaration prepared for the project.
h. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed.
SECTION 2. Based upon the testimony and other evidence received at the hearing, and
upon the study and investigation made by the Planning Commission and on its behalf, the City
Council further finds as follows:
a. The purpose of the proposal is to prezone the project site to Residential Suburban
(RS), RVL (Residential Very Low), OS (Open Space) and OS with a MOCA
Overlay zone (Mineral/Oil Conservation Area), as indicated on Exhibit A, upon
adoption of proposed General Plan Amendment No. 05-007, and the Negative
Declaration prepared for the project, approved under separate resolution.
b. That the prezone has been reviewed for consistency with the City's proposed
General Plan Amendment No. 05-007.
C. Public participation and notification requirements pursuant to Sections 65090 and
65391 of the Government Code of the State of California were duly followed.
d. The Negative Declaration prepared for this project was approved by separate
resolution by the City Council on November 8, 2005.
SECTION 3. PREZONE FINDINGS. Based upon the foregoing facts and findings, the
City Council finds as follows:
a. That a need for the prezone to RS (Residential Suburban), RVL (Residential Very
Low), OS (Open Space) and OS with a MOCA Overlay zone (Mineral/Oil
Conservation Area) does exist within the area of the project site so the site can be
annexed into the City of Santa Clarita and so the site's zoning designation would
be consistent with adjacent land uses.
b. That the subject property is a proper location for the zoning designations, because
the site is adjacent to areas with the similar/compatible zoning designations and
similar types of development.
C. That public necessity, convenience, general welfare and good planning practice
justifies the prezone classifications proposed because the proposed development
will be consistent with the surrounding development and consistent with the City's
development standards.
d. That the proposed prezoning of the project site is consistent with existing land uses
in the area and would not result in a substantive change to the existing zoning of
the project site, as existing and approved development complies with the
development standards of the proposed zoning designations.

SECTION 4. The City Clerk shall certify to the passage of this Ordinance and shall
cause the same to be published as required by law.
PASSED, APPROVED AND ADOPTED this 22nd day of November, 2005.
