A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA APPROVING GENERAL PLAN
AMENDMENT NO. 04-004 (MASTER CASE 04-285) AN AMENDMENT TO
THE LAND USE ELEMENT TEXT AND MAP FOR THE PURPOSE OF MODIFYING
THE VALLEY CENTER OVERLAY LAND USE DESIGNATION TO INCLUDE
THE AREA IN THE DOWNTOWN NEWHALL AREA
THE CITY COUNCIL OF THE CTI Y OF SANTA CLARITA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council does hereby find and determine as follows:
a. On June 25, 1991, the City Council adopted Resolution No. 91-98, adopting the General
Plan of the City of Santa Clarita and certifying the Environmental Impact Report; and
b. On February 17, 2004, the Planning Commission held a study session to provide staff
direction on sections of the Unified Development Code to review and modify; and
C. On July 6, 2004, the City of Santa Clarita (the "Applicant") initiated an application to
revise various sections of the Unified Development Code (Title 16 and 17 of the City of
Santa Clarita Municipal Code) and to amend the General Plan of the City of Santa Clarita
to include the Valley Center Concept overlay designation to the San Fernando Road
corridor within the Downtown Newhall Special Standards District; and
d. On July 20, 2004, the Planning Commission held a study session to discuss the proposed
revisions to the Unified Development Code. At this study session, the Planning
Commission provided staff with additional direction on the proposed changes; and
e. On September 21, 2004, the Planning Commission held a study session to review the
proposed changes to the City's Oak Tree Preservation Ordinance as requested at the joint
City Council and Planning Commission Study Session held on May 4, 2004; and
The project was reviewed in compliance with the California Environmental Quality Act
(CEQA) and was found to have no impact to the environment and a Negative Declaration
was prepared; and
g. The project was duly noticed in accordance with the noticing requirements for a General
Plan and Unified Development Code Amendment on September 28, 2004 and
October 26, 2004; and
h. The Planning Commission held a duly noticed public hearing on this issue commencing
on October 19, 2004, at 7:00 p.m. at City Hall, 23920 Valencia Boulevard, Santa
Clarita. At the hearing the Planning Commission considered a staff presentation, staff

report, public testimony on the Unified Development Code Amendments, General Plan
Amendment and the Negative Declaration prepared for the project; and
At the October 19, 2004, public hearing the Planning Commission adopted
Resolution PO4-30 which recommends approval of Master Case 04-285 which is
comprised of General Plan Amendment 04-004 and Unified Development Code
Amendment 04-001; and
j. The City Council held a duly noticed public hearing on this issue commencing on
November 23, 2004, at 6:00 p.m. at City Hall, 23920 Valencia Boulevard, Santa Clarita;
and
k. The City Council heard public testimony, received a staff presentation and directed that
the item be continued to the January 11, 2005 City Council meeting to allow for further
review of the proposed changes. In addition, the City Council directed staff to separate
the proposed changes to the Oak Tree Preservation Ordinance from the proposed changes
to the Unified Development Code to allow for additional revisions to the Oak Tree
Preservation Ordinance. The Oak Tree Preservation Ordinance revisions were continued
to the February 8, 2005 City Council meeting; and
1. At the hearing described above, the City Council considered a staff presentation, staff
report, public testimony on the Unified Development Code Amendments, and the
Negative Declaration prepared for the project.
SECTION 2. Based upon the testimony and other evidence received, and upon studies
and investigation made by the City Council, the City Council further finds and determines the
following:
a. Adoption of the Negative Declaration prepared for Master Case 04-285, which includes
General Plan Amendment 04-004 and Unified Development Code Amendment 04-001
was approved by the City Council as part of a separate resolution.
SECTION 3. GENERAL PLAN AMENDMENT FINDINGS. Based upon the
foregoing facts and findings, the Planning Commission recommends the City Council hereby
find as follows:
a. The proposed General Plan Amendment is consistent with the objectives of this
Development Code, the General Plan, and development policies of the City as it will
promote the City's goal of revitalizing the Downtown Newhall area.
SECTION 4. Based upon the testimony and other evidence, if any, received at the
public hearing, and upon studies and investigations made by the City Council and on its behalf,
the Council further finds and determines that this proposal is consistent with the City's General
Plan, as amended.
SECTION 5. Based upon the foregoing, the City Council resolves the following:

a. The Valley Center Overlay Section of the Land Use Element (page L-61 Section 1) shall
be amended as follows:
Downtown Newhall Component
"The Downtown Newhall area was once the thriving hub for activities in the Santa
Clarita Valley. Over time, these activities were focused at other locations throughout the
Santa Clarita Valley including the Valencia Town Center area. Recently the area is
reemerging as a central core for the community. This has been spurred by the Jan Heidt
Metrolink Station, the live theatre facilities and redevelopment improvements. The area,
which consists of the San Fernando Road corridor from Pine Street to 13`h Street, should
promote increased densities to more effectively utilize the rail system to the urban hubs
of Los Angeles. In the area, mixed use projects with shared parking and densities up to
3:1 should be promoted and encouraged with appropriate environmental review."
b. The Land Use Map shall be amended to include the area adjacent to San Fernando Road
from Pine Street to 13`h Street as part of the Valley Center Overlay as above.
SECTION 4. The City Clerk shall certify the adoption of this Resolution.
