A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARTTA, CALIFORNIA, IN OPPOSITION OF THE PROPOSED
"CASPAR" MINE LOCATED AT 11554 SOLEDAD CANYON ROAD
WHEREAS, on or about May 3, 2005 the City of Santa Clarita received a notice from the
United States Forest Service (USPS) of a proposed mine to operate at 11554 Soledad Canyon
Road in unincorporated Los Angeles County area located adjacent to the City limits of the City
of Santa Clarita and abutting property owned by the City of Santa Clarita. The project proposes
to mine, process, bag and ship up to 3,000,000 tons of anorthosite over a 20 year period; and
WHEREAS, on May 13, 2005, Santa Clarita City staff met with the proposed mine's
operator to receive information regarding the mining operation; and
WHEREAS, on May 26, 2005, the USFS held a public scoping meeting at which they
discussed the mine proposal and received comments from the public and a letter from the City
Manager requesting additional information on the mining operation; and
WHEREAS, on June 10, 2005, after evaluating the available limited documentation
regarding the proposed mine, City staff submitted a comment letter to the USFS citing several
concerns with the project and several potentially significant impacts to the environment
including air quality, biota, aesthetics, traffic, and water quality; and
WHEREAS, no mining activity has occurred on this site for 5 years. Any new mining
activity on this site represents a significant increase to the existing and approved mining
operations in the vicinity; and
WHEREAS, the proposed mine will result in significant, cumulative, immitigable
impacts to air quality, biota, aesthetics, traffic, and water quality; and
WHEREAS, the population of the Santa Clarita Valley has grown by approximately
205,000 people, or by about 500%, since mining operations first begun on the site in the late
1950s. Such mining activities are incompatible with the urbanization that has occurred and
exists today; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
does hereby resolve that the proposed mine represents a significant threat to the health, safety,
and welfare of the residents of the City of Santa Clarita and those of the Santa Clarita Valley and
to take a opposing position on the proposed Caspar mining project located at 11554 Soledad
Canyon Road, Canyon Country.
